Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.
Motion by Endres, seconded by Fordham to adopt the agenda. Motion Carried.
Motion by Stoeckmann, seconded by Fordham to approve minutes of the previous meeting. Motion Carried.

Business Items:
- Review and Approval of Monthly Vouchers: Box distributed the monthly voucher report. Stoeckmann reviewed, noting that Salary and Benefits were down due to payroll timing this month. Contracted Labor was up slightly due to increased services. Administrative was down due to paying several months of mileage for staff. Community Residential was down due to two months bills of CBRF collected in previous month. Institution was down due to lack of a December invoice from Menodata. Income Maintenance and ADRC Medical Transport. Accounts Receivable was down due to 2008 Waiver Program payment to the state in January of 2010. Motion by Stoeckmann, seconded by Sinklair to approve vouchers at $961,584.41. Motion Carried.
- Review Quarterly Board Reports: Box distributed the quarterly board reports (see attached). Alternative care was reviewed. Discussion: Sinklair clarification of timing of juvenile correction payments. Accounts Receivable report was reviewed with variance from previous month and collections. Discussion: Endres clarification 2008 no collections were done, as opposed to this year where staff have been able to pursue. Therefore, more went to Collections this year. Lastly, Box reviewed the volatile line report, projected to be favorable to budget by about $59,000.
- Annual Report: Orth reviewed the Sauk County Department of Human Services Annual Report (see attached). He summarized the year as overall successful with projected to be within tax levy amounts. Review of outcome measures all were at or above identified thresholds. Fordham suggested to add LaCrosse and Marsh Country agreements to the report. Orth will add this prior to finalizing the draft of the report.
- Program Review - Strategic Planning: Orth handed out the Program Grading Score Sheet (see attached). This was reviewed and will come back to the Board in March 2010 during the Human Services Board meeting for a final review.
- Approve 2010 State/County Contracts: Box reviewed the Sauk County Department of Human Services 2010 State/County Contract comparison to budget (see attached). A brief explanation occurred regarding these contracts. Motion by Fordham, seconded by Stoeckmann to approve contracts as reported. Discussion: Sinklair and Fordham - these contracts are contingent on utilization, therefore may vary somewhat. Motion Carried.

Family Care Care Management: Orth reported Southwest Family Care Alliance has fiscal challenges. The state has questioned some of the county contracted model that is implemented in Southwest Family Care Alliance and is unique to the state. Concerns are questioning if Southwest Family Care Alliance management has enough control of county employees. Orth noted that although Sauk County Department of Human Services has an excellent relationship with Southwest Family Care Alliance, some other counties may resist the process. At a recent meeting county directors suggested:
- Southwest Family Care Alliance management meet with county directors and staff to address these challenges.
- Performance measures around fiscal solvency will be developed with outcome expectations within the next 2-3 months.
- Roll responsibilities will be discussed in respect to Southwest Family Care Alliance management and county supervisors.
This three point plan will be submitted to the state in the near future. If a county cannot meet expectations or refuses to cooperate with Southwest Family Care Alliance, the Alliance may decide not to contract with that specific county and could have their own staff in these situations.
- WCA Human Services Legislative Day: Orth noted that on March 4, 2010 there will be a Wisconsin Counties Association Legislative Day. If board members are interested in meeting with legislators, please see Bill and appointments will be scheduled.
- Alternative Response: Orth noted that Sauk County Department of Human Services did not get a state approval for implementation of Alternative Response Program, but that there will be additional training offered to Sauk County Department of Human Services, in interested.
The next meeting of the Sauk County Human Services Board is scheduled for Monday, March 8, 2010 at 5:00 p.m.
