Board of Supervisors

The adjourned session of the Sauk County Board of Supervisors was called to order at 6:00 p.m. by Chair Endres in County Board Room #326 of the West Square Building, 505 Broadway, Baraboo, Wisconsin.

Compliance with the Open Meeting Law was verified.

Roll call was taken, with all present.

The invocation and pledge of allegiance were given.

Moved by Giebel, seconded by Bychinski, to approve the agenda for today's session, as mailed. Motion carried unanimously.

Moved by Carlson, seconded by Borleske, to approve the minutes of the previous session as mailed. Motion carried unanimously.

SCHEDULED APPEARANCES:

1. Supervisor Montgomery gave an update on the new Sauk County Law Enforcement Center.
2. Supervisor Burri gave a Legislative update.
3. Gene Wiegand, Administrative Coordinator, addressed the Board regarding meeting with the Governor, and urged Board members to contact their State Legislature representatives.
4. Sue Nagelkerk, UW-Extension Family Living Educator, addressed the Board regarding Wisconsin Connections, & asked that Supervisors share the handout: Wisconsin Connections, An Eligibility Guide to Assistance Programs for Wisconsin Households, with various organizations.
5. Representatives from Vandewalle and Associates presented the Highway 12 Growth Management Plan.

PUBLIC COMMENT:

• Sauk County Citizen Audrey Parker addressed the Board regarding Highway 12 growth plan.

COMMUNICATIONS:

• Beverly J. Mielke, Sauk County Clerk, noted receipt of a letter from Captain Manny H. Bolz, Sauk County Sheriff's Department, informing the Board that Leonard J. Koehnen was directed to move forward with evaluating the Sauk County Sheriff's Department Communications Equipment, pursuant to resolution #206-02, which was approved by the Board on December 17, 2002.

1. Baraboo Range Commission: Roman Statz to replace Roger Shanks, term to expire June 1, 2004. Moved by Williams, seconded by Volz, to accept appointment. Motion carried unanimously.
2. Board of Adjustment: Benedict Malin to serve the balance of the term as the first alternate to the Board of Adjustment, term expires June 30, 2005. Moved by Ashford, seconded by Bernien, to accept appointment. Motion carried unanimously.
3. Library Board: Sue Miese, term expires December 31, 2005. Moved by Giebel, seconded by Schmitz, to accept appointment. Motion carried unanimously.

Due to a conflict with the Spring Primary Election, it was recommended the Board hold their February meeting at a different time. Todd Liebman, Corporation Counsel, noted a change would require 2/3 majority vote of supervisors present.

Moved by Haugen, seconded by McAuliffe, to adjourn until 9:00 a.m., Tuesday, February 18, 2003. Discussion followed regarding conflicts with that time. Supervisor McAuliffe withdrew her second. Supervisor Hartje made a second to the motion. Vote totals: AYES: (18) Hartje, Montgomery, Bychinski, Bernien, Cassity, Giebel, Volz, Lombard, Dippel, Williams, Haugen, Stevens, Schmitz, Carlson, Alexander, White, Sprecher, and Endres. NAYES: (12) Zowin, Kriegl, Meister, Lehman, Borleske, Stoeckmann, Earl, Ashford, Wiese, McAuliffe, Wenzel, Netzinger. ABSENT: (1) Burri. Motion failed as the 2/3 majority vote requirement was not met.
