DATE: MAY 20, 2003

The adjourned session of the Sauk County Board of Supervisors was called to order at 6:00 p.m. by Chair Endres in County Board Room #326 of the West Square Building, 505 Broadway, Baraboo, Wisconsin.

Compliance with the Open Meeting Law was verified.

Gene Wiegand, Administrative Coordinator, noted the amended agenda was due to an oversight, and all the additions are for appearances requiring no Board action.

Roll call was taken, with all present except Meister and Wenzel.

The invocation and pledge of allegiance were given.

Moved by Carlson, seconded by Dippel, to approve the amended agenda for today's session. Motion carried unanimously.

Moved by Sprecher, seconded by Stoeckmann, to approve the minutes of the previous session as mailed. Motion carried unanimously.

SCHEDULED APPEARANCES:

  1. 1. Supervisor Lance Burri gave a Legislative update.
  2. 2. Gene Wiegand, Administrative Coordinator, gave an update on County issues regarding: gaming contracts; annual budget guidance to department heads; and reminder to schedule a Chairperson's Advisory Committee meeting. Friday, June 13, 2003 was the date suggested for the Chairperson's Advisory Committee meeting, with suggested topics of discussion to include the Sauk County Budget, and the landfill.
  3. 3. Supervisor Art Carlson, and Health Care Center Administrator Jill Archambo gave a presentation on survey on future operations at the Health Care Center.
  4. 4. Kenneth Lucht, representing Wisconsin Southern Railroad, and Virgil Kasper, representing the Wisconsin River Rail Transit Commission, and Pink Lady Transit Commission, gave an update on railroad activities.
  5. 5. Bill Weitzel did not appear.
  6. 6. Marcus Gumz addressed the Board regarding purchase of development rights.

Chair Endres read a notice for the Relay for Life Sauk County team silent auction, bake sale, & lunch fundraiser, on Wednesday, May 20, 2003.

Chair Endres noted a letter from Lawrence C. Reed III, Director Southwest Region Wisconsin emergency Management, recommending payment of the EMPG & EPCRA grants.

Chair Endres noted a letter from Paul La Schiazza, President Wisconsin SBC, expressing regret over problems with the 911 system from 1:52 a.m. to 5:50 a.m. on April 22, 2003 in Dane, Dodge, Jefferson, Rock, & Sauk counties.

Chair Endres noted a letter from Nancy Jo Dillman, Baraboo, in support of the County's purchase of development rights from landowners in the Baraboo Hills.

Chair Endres noted a letter from the Baraboo Range Conservation Alliance in support of the Baraboo Range Protection Program.

Chair Endres noted a letter from Richard E. Steffes, State of Wisconsin Department of Natural Resources Real Estate Director, giving notice of proposed sale of 40 acres of land in the Town of Delton.

Chair Endres noted a letter from Richard E. Steffes, State of Wisconsin Department of Natural Resources Real Estate Director, giving notice of purchase of 56.7 acres of land for the Baraboo Hills Recreation Area in the Town of Honey Creek.

Chair Endres noted receipt of a copy of a resolution from Taylor County regarding requesting the State of Wisconsin legislature rescind the "Smart Growth" legislation.

Chair Endres noted receipt of a copy of a resolution from Chippewa County, in opposition to a State proposal to freeze property taxes.

Chair Endres noted receipt of copies of resolutions from Juneau County, Lafayette County, Lincoln County, Racine County, Ozaukee County, and Dunn County, supporting Senate Bill 15 which creates a Joint Survey Committee on State mandates and required funding of State funding.

Chair Endres noted receipt of a copy of a resolution from Iowa County authorizing loan to Tri-County Airport for the construction of a new hangar.

Beverly J. Mielke, Sauk County Clerk, noted receipt of a letter from William E. Gardner, President of Wisconsin & Southern Railroad Co., giving information about their company.

Beverly J. Mielke, Sauk County Clerk, read an e-mail from Supervisor Kriegl thanking the Sauk County Sunshine Club & the Sauk County Board for the flowers sent to him during his recovery from a ruptured appendix.

Gene Wiegand, Administrative Coordinator, noted a letter from Jim Mercier, regarding DNR regulations in relation to shorelines.

Sheriff Stammen noted job title changes can only be made though union negotiations. Supervisors McAuliffe and Zowin withdrew their motion. Chair Endres referred the job title change request to the Personnel Committee.
