DATE: July 15, 2003

The adjourned session of the Sauk County Board of Supervisors was called to order at 6:00 p.m. by Vice-Chair Sprecher in County Board Room #326 of the West Square Building, 505 Broadway, Baraboo, Wisconsin.

Compliance with the Open Meeting Law was verified.

Roll call was taken, with all present except Kriegl and Endres.

The invocation and pledge of allegiance were given by Supervisor Carlson.

Moved by Giebel, seconded by Bychinski, to approve the agenda for today's session, as mailed. Motion carried unanimously.

Moved by Montgomery, seconded by Dippel, to approve the minutes of the previous session as mailed. Motion carried unanimously.

SCHEDULED APPEARANCES:

  1. Supervisor Lance Burri - Legislative update.
  2. Gene Wiegand - overview of NACO Convention in Milwaukee, Wisconsin.
    Supervisors Stoeckmann, Lombard, and White gave an overview of workshops they attended at the NACO Convention.
  3. Ken Cady, Human Services Director, and Judy Berry, Human Services Economic Support Supervisor, regarding W-2 program.

COMMUNICATIONS:

Beverly J. Mielke, Sauk County Clerk, noted receipt of an e-mail to the Sheriff's Department giving notification of the American Institute of Architecture (AIA) recognition of the DLR County Justice projects in their publication, and to be showcased at their upcoming conferences.

  1. Reappointment of Bruce Duckworth to the Board of Adjustment, term expires 06/30/06. Moved by Hartje, seconded by Meister, to accept appointment. Motion carried unanimously.
  2. Reappointment of Robert Roloff to the Board of Adjustment, term expires 06/30/06. Moved by Schmitz, seconded by Earl, to accept appointment. Motion carried unanimously.

Resolution No. 102-03 by the BARABOO RANGE COMMISSION, and PLANNING, ZONING & LAND RECORDS COMMITTEE Approving Purchase of Development Rights Agreement for the Ski Hi Fruit Farm, Inc. Property Pursuant to the Sauk County Baraboo Range Protection Plan. Moved by Alexander, seconded by White. Discussion followed in support of, and in opposition to development rights agreement. Dave Tremble, Land Preservation Specialist/Planner in the Sauk County Planning & Zoning Department, addressed the Board regarding funding resources, and public benefits of permanent land protection.

Resolution No. 103-03 by the EXECUTIVE $ LEGISLATIVE COMMITTEE Authorizing the Creation of an Ad Hoc Committee on Communications Infrastructure. Moved by Carlson, seconded by Hartje.

Moved by Montgomery, seconded by Volz, to amend paragraphs 3 & 4 to read:

WHEREAS, the Executive and Legislative Committee deems it to be in Sauk County's best interest to form an ad hoc committee comprised of County Board members from standing committees of the County Board who oversee areas impacted by the communications system, and,

WHEREAS, County Board members will be appointed from the following committees: Executive and Legislative Committee, Finance Committee, Law Enforcement & Judiciary Committee, Management Information Systems Committee, Transportation and Parks Committee, and Property & Insurance Committee.

Discussion followed in support of amendment.
