Resolution No. 152-03 Opposing Senate Bill 214 Creating ss.175.50 License to Carry a Concealed Weapon and Amending Various Other Statutes. Motion (Montgomery/White). Chair Endres turned the meeting over to Vice-Chair Sprecher, and addressed the Board in opposition to this resolution. Sheriff Stammen clarified this resolution opposes the wording of the Personal Protection Act, not the right to carry arms. Discussion followed regarding concerns with wording, adequate training needs, and cost of background checks. Vote totals: AYES: (21) Zowin, Kriegl, Hartje, Lehman, Borleske, Stoeckmann, Montgomery, Bychinski, Bernien, Giebel, Dippel, Williams, Earl, Ashford, Schmitz, Carlson, Alexander, McAuliffe, Wenzel, White, and Sprecher. Ordinance No. 146-03 Establishing Taxes to be Levied in Sauk County for Year 2004. Motion (Bernien/Bychinski). Supervisor Lombard: urging Board members, with the exception of the VARC building, to rescind additions made @ the October Board meeting. Supervisor Stevens: RE: taxes.

Amendment: Motion (Hartje/Sprecher) to add $8,000.00 to Tri-County Airport Budget. Discussion: cost share with Iowa and Richland counties. Supervisor Burri: suggestion to make addition levy neutral. Supervisor McAuliffe: call for point of order. Opinion of Chad Hendee, Corporation Counsel: if Supervisor Burri were to make his suggestion a motion, motion would be germane if it specifies where monies are to be taken from. Discussion regarding work duties, instrument approach, and user fees.
