Van Oosten, Lead Deputy County Clerk.

  1. Call to order & certify compliance with Open Meeting Law: The Executive & Legislative Committee meeting was called to order at 9:00 a.m. by Chair Endres in County Board Room #326, located in the West Square Building, 505 Broadway, Baraboo, Wisconsin. Compliance with the Open Meeting Law was verified.

  3. Adopt Agenda: Motion by Montgomery, seconded by Hartje, to approve the amended, amended agenda for today's meeting. Motion carried unanimously.
  4. Adopt Minutes of Previous Meeting: Motion by Hartje, seconded by Wenzel, to approve the minutes of the March 04, 2003 Executive & Legislative meeting. Motion carried unanimously.
  5. Public Comment: None.
  6. Communications: Letter from Wisconsin Counties Association, regarding sponsorship opportunities for the upcoming 2003 NACo Annual Conference. Discussion followed regarding costs involved. Moved by Montgomery, seconded by Hartje, to not purchase sponsorship for Sauk County. Motion carried unanimously.

    Discussion was made regarding Communication Tower Ordinance. Supervisor Sprecher stated he would bring it back to the attention of the Planning, Zoning and Land Records Committee.

  7. Consideration of a resolution Expressing Support for the Town of Merrimac's acquisition of Certain properties in the Town of Merrimac for Public Use: Tim McCumber, Town of Merrimac Deputy Clerk/Treasurer, gave an overview of the Clingman property Land Conservation Project in the Town of Merrimac. Moved by Wenzel, seconded by Sprecher, to approve, and forward to the full County Board for approval, a resolution Expressing Support for the Town of Merrimac's acquisition of Certain properties in the Town of Merrimac for Public Use. Motion carried.
  8. Consideration of a resolution Expressing Support for Senate Bill 15, Creating a Joint Survey Committee on State Mandates and Required Funding of State Mandates: Discussion was made regarding the number of mandates funded, and surveying same. Motion by Hartje, seconded by Sprecher, to approve, and forward to the full County Board for approval, a resolution Expressing Support for Senate Bill 15, Creating a Joint Survey Committee on State Mandates and Required Funding of State Mandates. Motion carried unanimously.
  9. Consideration of a resolution for attendance of County Board Supervisors at the annual NACo Convention in Milwaukee: Gene Wiegand, Administrative Coordinator encouraged attendance to this conference. Moved by Montgomery, seconded by Wenzel, to approve, and forward to the full County Board for approval, aresolution for attendance of County Board Supervisors at the annual NACo Convention in Milwaukee. Motion carried unanimously.
  10. Possible closed session pursuant to Wis. Stat. s. 19.85(1)(g), conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is, or is likely to become involved. Trust land issue: At 9:35 a.m., moved by Hartje, seconded by Wenzel, to go into closed session pursuant to Wis. Stat. s. 19.85(1)(g), conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is, or is likely to become involved. Trust land issue. Closed session to include: All Sauk County Board members present; Gene Wiegand, Administrative Coordinator; Todd Liebman, Corporation Counsel; and Patricia Van Oosten, Lead Deputy County Clerk. Roll call vote on motion to go into closed session: AYES: (5) Endres, Sprecher, Montgomery, Wenzel, and Hartje. NAYES: (0). ABSENT: (0). Motion to go into closed session carried unanimously.

    Moved by Hartje, seconded by Montgomery, to reconvene in open session. Motion carried unanimously.
  11. Reconvene in open session immediately following the closed session: At 9:55 a.m. the Committee reconvened in open session.
  12. Discussion and possible action on a resolution urging the State of Wisconsin to support County and Town efforts in opposing additional acquisition of lands in trust: Moved by Hartje, seconded by Sprecher, to approve, and forward to the full County Board for approval, a resolution urging the State of Wisconsin to support Sauk County and the Town of Delton in opposing the acquisition of additional land in trust by the United States Government for the benefit of the Ho-Chunk Nation. Motion carried unanimously.
  13. Presentation by Dave Tremble, Planning and Zoning on the Purchase of Development Rights Program: Discussion followed regarding the history & purpose of the Development Rights Program, number of acres available in Sauk County for development, and funding resources.
