The meeting was called to order by T. Meister at 8:30 a.m., and was certified to be in compliance with the Open Meetings Law.
Motion by C. Montgomery, second by S. Alexander, to adopt the amended agenda. Motion carried.
Motion by S. Alexander, second by A. Lombard to approve the February 14, 2003, regular business meeting and the February 25, 2003, special business meeting of the Personnel Committee as sent. Motion carried.
M. Koehler announced there were no communications.
At the February 25, 2003, County Board of Supervisors meeting, Resolution # 29 -03, authorized the restructuring of the EMBS Department, as a result of the restructure, Director, T. Stieve asked the Committee to approve the promotion of Richard Mielke, Building Services Manager to the newly created position of Facilities Manager, grade 14, step 1. In addition, Stieve asked the Committee to approve the promotion of Dan Filips, Maintenance Technician to Building Manager - Courthouse and Administration Buildings, at grade 10, step 1. Both positions are non-represented and are exempt status. Motion by J. Stoeckmann, second by S. Alexander to approve both of the requested promotions effective March 31, 2003. Motion carried.
Discussion and consideration of a resolution eliminating one full-time Ward Clerk and creating one full-time Administrative Assistant has been postponed (This item was originally discussed at the December 2002 Personnel Committee meeting.) Motion by S. Alexander, second by A. Lombard to reconvene in open session. Motion carried.
Human Services Director, K. Cady in accordance with the Sauk County Code of Ordinances, Chapter 13.30 Hiring Wage Rate and Vacation Benefit, asked the Committee to approve a hiring wage rate for the new Outpatient manager of grade 16, step 6. Cady and Koehler explained step 6 provided a level of compensation to the employee only slightly higher than the compensation provided to much of the staff the individual would supervising. The individual being considered for the position also brings credentials which exceed the requirements for the position. Motion by J. Stoeckmann, second by S. Alexander to approve the hiring of an Outpatient Manager at grade 16, step 6. Motion carried.
Human Services Director, K. Cady and Personnel Director M. Koehler explained the County has in the past provided a vehicle to the individual holding the position of Human Services Director. Currently a 1998 Ford Taurus is provided to the Director. The Committee was asked to approve a monthly automobile allowance of three hundred dollars per month ($300.00) in lieu of the county owned and maintained vehicle. It was also noted the County would maintain ownership of the current vehicle and it would be made available to authorized employees of the Human Services Department for work related transportation. Motion by C. Montgomery, second by S. Alexander to approve a resolution to the County Board of Supervisors authorizing an automobile allowance for the Human Services Director. Motion Carried.
M. Koehler provided the Committee with a report regarding the past month's activities in the Personnel Department. Koehler informed the Committee she has been working on the previously requested information regarding turnover and retention at the Sauk County Health Care Center , a draft summary report was provided to the Committee for review.
Motion by C. Montgomery, second by T. Meister to approve the payment of vouchers for the amount of $1,404.28. Motion carried.
Motion by C. Montgomery, second by A. Lombard, to adjourn the meeting until 8:30 a.m., Friday, April 11, 2003. Motion carried.
