Personnel Committtee

ATTENDANCE:

Members present: T. Meister, C. Montgomery, J. Stoeckmann, S. Alexander A. Lombard.

Others Present: M. Koehler, J. Archambo, K. Beghin, M. Hafemann, W. Moberly, K. Olstadt, M. Smith, J. Van Berkel, G. Wiegand and members of media.

CALL TO ORDER:

The meeting was called to order by T. Meister at 8:30 a.m., and was certified to be in compliance with the Open Meetings Law.

AGENDA:

Motion by S. Alexander, second by J. Stoeckmann, to adopt the amended agenda. Motion carried.

MINUTES:

Motion by C. Montgomery, second by J. Stoeckmann to approve the minutes of the regular business meeting of the Personnel Committee, held on April 11, 2003, as sent. Motion carried.

AFSCME GRIEVANCES # 233 and 234:

W. Moberly, AFSCME, Business Representative Grievance # 233 regarding scheduling issues to the Committee. W. Moberly, AFSCME, Business Representative then presented Grievance # 234 regarding progressive discipline to the Committee. After hearing the union's concerns in regard to both grievances, the committee progressed to the next agenda item.

SHERIFF'S DEPARTMENT:

Security Captain M. Hafemann presented information to the Committee regarding staffing needs pertinent to double bunking of inmates. Discussion followed. Motion by C. Montgomery, seconded by T. Meister to approve the Sheriff's Department Resolution creating two (2) additional Deputy - Security positions outside the 2003 budget process. Motion carried.


LAND CONSERVATION:

County Conservationist, J. Van Berkel presented information to the Committee regarding changes in staffing and staff duties which have occurred over the past two years and anticipated budgetary impact for 2004. As a result, Van Berkel is requesting the Committee's approval of a resolution to restructure the Land Conservation Department, eliminating one Administrative Assistant IV position (pay grade 5) and creating one FTE position of Education Coordinator, exempt pay grade 8 of the non represented employees salary schedule. Motion by J. Stoeckmann, second by S. Alexander to approve the resolution as presented. Motion carried.

CORPORATION COUNSEL:

Corporation Counsel, T. Liebman presented a resolution to the Committee of a transition plan for the Office of Corporation Counsel as a result of resuming the responsibilities related to Children in Need of Protection and Services (CHIPS). Liebman explained the transition would include restructuring the support staff of the Department, eliminating the full-time Legal Secretary position and creating a part-time Legal Secretary, (this would be a change in Full-time equivalent allocation, but not pay grade) and the creation of a full-time Paralegal. Motion by S. Alexander, second by J. Stoeckmann, to approve the resolution as presented. Motion carried.

DISCUSSION OF REVISIONS TO CHAPTER 13, OF THE SAUK COUNTY CODE OF ORDINANCES:

M. Koehler provided the Committee with a report regarding proposed revisions to the Chapter 13 - Sauk County Personnel Ordinance. The more significant changes would include revisions to the health insurance language to have the same language as the Family Medical Leave Act. Other changes would be of a "housekeeping" nature, clarification of policy, and updating of procedures.

CLOSED SESSION for DELIBERATION OF AFSCME GRIEVANCES # 233 AND 234:

Motion by S. Alexander, second by J. Stoeckmann to enter into closed session pursuant to 19.85(1)(e) Wis Stat., with the Committee to reconvene in open session immediately following the closed session discussion. A roll call vote was taken: Miester - aye, Stoeckmann - aye, Alexander -aye, Lombard - aye, Motion carried.

Motion by T. Meister, second by Lombard to reconvene in open session. Motion carried.

Motion by J. Stoeckmann, second by S. Alexander, to deny AFSCME Grievance #233. If there is no response from the impacted employee stating the type of benefit time (vacation or compensatory) to cover for the time missed, then there will be no pay for the time the employee exceeded scheduled break time." Motion carried.

Motion by A. Lombard, second by J. Stoeckmann to deny AFSCME Grievance #234. When vacant positions are posted time frame of shifts will be posted. Motion carried.
Motion by T. Miester, second by J. Stoeckmann to approve the payment of vouchers for the amount of $11,345.60 Motion carried.

Motion by A. Lombard, second by J. Stoeckmann to adjourn the meeting until 8:30 a.m., Friday, June 13, 2003. Motion carried.
