- Adopt Minutes of Previous Meeting. Motion by Schmitz, seconded by Stevens. Motion carried.
- Public Comment. Carl Gruber discussed drug testing for accidents. Post accident testing is at the discretion of the Commissioner, Risk Manager, and Sheriff's Deputy.

- Communications.
Muchow addressed concerns with how the Sauk County Shared Leave Policy works and what individuals the program benefits. Meister and Koehler will review the Policy.
Letter received from Terry Kraemer noting appreciation for work performed by the Highway Department for the City of Baraboo on 8th Street.

- Review and Approve Vendor Vouchers. Discussion followed. Motion by Stevens, seconded by Schmitz to approve July 2003 bills in the amount of $ 562,169.32 . Motion carried.
- Review and Approve Employee Requests For Vacation Carryovers.

- Review and Approve 2004 Budget. Discussion followed. Motion by Meister, seconded by Schmitz to approve 2004 Budget as presented.

- Review and Approve 2004 Bridge Aid Petitions. Discussion followed. Motion by Sprecher, seconded by Stevens to approve 2004 Bridge Aid Petitions. Motion carried.
- Review and Approve 2004 Sauk County Area Airports' Budgets. Discussion followed. Kerry Beghin distributed prior years airport budget requests.
Bill Meyer, Reedsburg Airport - would like more, but is satisfied with what they have.
Michael Olah, Baraboo/Dells Airport - would like to extend runway to 5000 ft. Needs additional funding to update airport land and land use zoning to protect approach paths. (use S.C. money to prepare for runway extension.)
Doyle Curtis, Sauk Prairie Airport - would like more funding to replenish maintenance/safety programs.
Marc Higgs, Tri-County Airport - Shop repair could use a 11% increase.
Motion by Sprecher, seconded by Schmitz to approve 2004 Sauk County Area Airports' Budgets. Sauk & Reedsburg remain same as 2003, Baraboo reduced to $6,500, Tri-County increased to $11,727 pending match from other counties.

- Review and Approve Resolution Petitioning Wisconsin Secretary of Transportation for Airport Improvement Aid. Discussion followed. Kerry Beghin explained resolution to replace airport beacon. Motion by Stevens, seconded by Meister to approve Resolution Petitioning Wisconsin Secretary of Transportation for Airport Improvement Aid.

- Discuss Speed Limit and Passing Zones on CTH H. Discussion followed.
Vernagene Sawyer - due to increased truck traffic and more passing of trucks she would like to see more "No Passing" zones and speed zone reduced to 45 mph. Much discussion followed regarding safety issues in Christmas Mountain area. Need to improve intersection and signage. Committee stated that it does not support lowering the speed limit, does agree on more signage. Muchow will explore possibility of adding turn lanes and whatever improvements can be done in this area.

- Discuss 2003 Road Construction Projects. Discussion followed.
CTH PF - will reopen on Wednesday.
CTH G & GG - pulverizing will begin on Friday, paving on Monday.
CTH B - started Monday - buildings down.
CTH Y & EE - paving will begin on Friday.
STH 136 - rut fill.
STH 154 - sealcoat with test material beginning August 23 & 24.

- Open Bids at 11:00 a.m. for All Terrain Vehicle.
3 Bids were received for the one (1) All Terrain Vehicle. Motion by Sprecher, seconded by Stevens to award Mittelstaedt Sports the bid for the one (1) All Terrain Vehicle in the amount of $ 8,417.00 .

- * Discuss Employee Retirements. Discussion followed. Gene Wiegand stated he is working with Dean Health to offer a continuation of group health insurance coverage without a pre-existing condition clause for employees looking to retire who would experience a lapse of coverage prior to age 62. Wiegand stated that there appears to be some flexibility, and the issue would be addressed on a county wide basis. He will also continue to explore other early retirement options.

- * Discuss Governmental Buy Back Program for Caterpillar Grader. Discussion followed.
Greg Roth, Fabco will put together a proposal for next meeting.

- Approve Vouchers. Discussion followed. Motion by Meister, seconded by Schmitz to approve July 2003 bills in the amount of $ 35,885.66 . Motion carried.
- Open Timber Sale Bids 9:00 a.m.
2 Bids were received for the Timber Sale. Motion by Stevens, seconded by Schmitz to award Becker the bid for the Timber Sale in the amount of $ 25,200.00 .

- Special use request for Redstone Beach by ARM Chapter 32. Discussion followed.
John Holbt and David Willis are planning fund raiser for Easter Seals - 100% of proceeds will go to charity. ARM would supply proof of insurability. ARM would be responsible for the cleanup. Motion by Schmitz, seconded by Stevens to approve Special use request for Redstone Beach by ARM Chapter 32 and wave user fees for September 20, if ARM releases County of liability.

- Approve 2004 Park Budget. Discussion followed. Motion by Meister, seconded by Sprecher to approve 2004 Park Budget as presented.

- Discuss possible 2003 Outlay purchases. Discussion followed.
3 Quotes were received for the Park entrance sign. Motion by Stevens, seconded by Meister to approve Park entrance sign from Schmeeckle Reserve in the amount of
$ 1,700.00 .
