The Sauk County USH12 Local Planning Assistance Advisory Committee convened in regular session on February 27, 2003 at the Sauk County West Square Building.
Members present: Bowers, Colby, Fish, Frantz, Volz, Lichtenheld, Muchow, Haugen.
Also present: Dave Tremble, Sauk County Department of Planning & Zoning, Mark Roffers & Robin Wettstein of Vandewalle & Associates, Barbara Feeny, Wisconsin Dept. of Transportation.
Chair Karl Frantz called the meeting to order at 7:02 p.m. County staff certified that the meeting had been properly noticed in conformance with Wisconsin open meeting statutes.
Motion to adopt the agenda by consensus. Motion carried unanimously.
Motion to adopt the minutes from the January meeting by Steve Muchow, seconded by Fish. Motion carried unanimously.
Frantz reported the receipt of a letter dated February 20, 2003 from the WI-DNR by Ron Grasshoff, Environmental Analysis and Review Specialist, indicating concerns over the creation of the Sauk City by-pass. Roffers summarized the information presented in the letter.
Frantz noted that Baraboo News Republic reporter Neil Beuthe would no longer be covering USH 12 meeting as he is moving to Chicago.

Roffers began the review summarizing where the Committee is and where they need to go. It was indicated that the draft plan is ready for review by the Committee and the public. Roffers indicated that there was a meeting with County staff and Wis-DOT last week where Vandewalle received several comments, some of which were incorporated into the draft.
Muchow, who was at this meeting representing Sauk County, indicated that Wis-DOT seemed very pleased with the draft plan.
The Committee has been charged with reviewing the draft plan and to have comments ready by the next monthly meeting.
The general timeline for plan review and adoption was presented as follows:
April – May Revised draft (after Committee review and comment) to be presented at three meetings of local communities
May – June Direction and approval from local communities.
June – July Endorsement by Planning, Zoning and Land Records Committee with recommendations.
August County Board action.
Lichtenheld asked how this schedule compares with the original schedule.
Roffers stated that the Committee is 4-5 months behind. It is hoped that the Committee will be done by April.
Lichtenheld asked if all of the potential north baraboo by pass alternatives are going to be shown on the final plan.
Roffers stated that all alternative alignments that are currently “on the table” will be included.
Frantz commented on the need for enough copies of the plan for City Council members, and wondered if the budget could handle additional color copies. He also wondered if there is adequate time to review the final plan prior to the May-June local endorsements.
The Plan was reviewed on a section by section basis. Comments/Discussion on the Sections were as follows:
Roffers noted that the summary had not been written yet as the consultant wanted to get feedback from the Committee as to how the summary should be written/presented. It was indicated that typically about 80% of the readers would only read the summary. Various formats were suggested for the summary and an example (from Fitchburg) was distributed.
Discussion ensued on the official map regarding its implementation and that such map can be adopted by ordinance.
Lichtenheld noted that the Conceptual Official Map did not show the Sauk City by-pass.
Roffers recommended intergovernmental discussions to address coordinating adjacent development and identifying opportunities for shared resources and revenues.
Frantz indicated that there was a need for revisions to the shared revenue situation and intergovernmental cooperation.
Roffers made a reference to the Racine Wisconsin area agreement to share revenues related to an extension of sewer service areas.
Lichtenheld commented that there will be no choice but to share given projected cutbacks to shared revenue by the State.
Roffers mentioned that it will be important to provide some analysis of the relationships among the planning districts.
Discussion ensued on various implementation tools
Lichtenheld suggested developing a poster plan to summarize the plan.
Each community will have a chance to review the draft plan.
