April 24, 2003 Meeting Recap
The Sauk County USH12 Local Planning Assistance Advisory Committee convened in regular session on April 24, 2003 at the Town of Sumpter—Town Hall.
Members present: Bowers, Colby, Giebel, Stehling, Fish, Quackenbush, Muchow.
Also present: Lance Gurney, Brian Simmert, Sauk County Department of Planning & Zoning, Mark Roffers of Vandewalle & Associates.
Vice Chair Bowers called the meeting to order at 7:00 p.m. County staff certified that the meeting had been properly noticed in conformance with Wisconsin open meeting statutes.
Motion to adopt the agenda by Giebel, seconded by Muchow. Motion carried unanimously.
Motion to adopt an amended version of the minutes from the March meeting (amendment being Native Americans did crop and trap in area with additional clarification, and change ‘land’ to ‘lane.’ Motion carried unanimously by consensus.
Roffers noted a follow up e-mail from Lichtenheld regarding technical detail changes to the draft plan. Two issues that were more substantive that were not included in the draft were discussion on the Sauk Prairie Airport and road placement west of USH 12. Roffers noted that there might be future discussion on the road placement west of USH 12 with the Villages and Town.
There were no old business items.
Gurney and Roffers discussed the project components and the money available for the three proposed Phase II Projects. These projects include the Sauk City Bypass Local Alternatives Study, Baraboo Area Intergovernmental Facilitation Services, and the Tourist Entertainment Corridor Design Standards.
Roffers noted that in order to offer a solid planning process to communities, they need to be efficient in terms of limiting the numbers of meetings and reducing the numbers of drafts.
Discussion ensued regarding bringing in an outside-unbiased professional facilitation to work with these projects. Particular emphasis was placed in the Baraboo Area with this regard. Roffers noted a comment by Frantz that the facilitator needs to be as un-biased as possible in order to lead to buy-in by the communities.
Colby noted that Sumpter has been directed (as part of their comprehensive plan) to develop a Bluffview neighborhood center and the area is to be serviced by Town roads. The questions arose as to whether this should be part of Phase II.
Discussion ensued and it was determined that at this time this area would not be included in Phase II as there is limited funds and the idea of Phase II is to look at issues that are inter community-wide. I was also noted that the Bluffview concept is addressed in the Town’s Comprehensive Plan.
Quackenbush questioned is all communities will be bound to follow the USH 12 Corridor Growth Management Plan as there is concern that not all communities will follow the plan while other do.
Discussion ensued regarding the ‘advisory’ nature of the plan. Gurney noted that Phase II projects (especially for the Tourist Entertainment Corridor) will be more specific with guidelines to be adopted by each community. In summery, it was noted that Phase II will lead into such objectives as joint ordinances adopted by each community.
Roffers noted that Phase II projects will indicate how serious communities are in achieving the Vision noted in the USH 12 Plan.
Gurney spoke about the model sign ordinance presented in Appendix C and asked the LPA Committee to look specifically at items G & H and to reconvene and talk about developing a joint sign ordinance at the next meeting.
Bowers suggested getting input from USH 12 LPA Advisory Committee Reps who were not present tonight to review the Phase II projects. It was also suggested that LPA reps get input from their respective boards/councils on Phase II projects.
It was agreed upon by those in attendance that each LPA rep will present to their respective bodies on Phase II projects and return with comments or suggestions for changes/options at the next meeting.
Roffers reviewed Draft #1 and Summary of the USH 12 Plan Document. Roffers also distributed updated copies of all materials (the plan itself, summary document, and Appendix E: Model Intergovernmental Agreement Outline).
Each LPA Rep in attendance collected three copies of the aforementioned documents to share with their respective community/officials. It was noted that copies of the final plan could be obtained from the Sauk County web-site or on CD available at the Planning & Zoning Office.
