Arts, Humanities, and Historic Preservation Committee Meeting Minutes


The regular meeting of the Sauk County Arts, Humanities and Historic Preservation Committee was called to order and certification of Open Meeting compliance was given at 1:00 p.m. by Dorothy Williams.

Members present: Arthur Carlson, Carol Sorg, Rose White, Peter Tollaksen, Judy Ashford, Lola Huber

Members absent: Henry Netzinger

Others present: Kathy Schauf, Gerry Stich

The minutes of the prior meeting were approved on a motion by Tollaksen, second by Huber, and an unanimous vote of the Committee. The agenda was approved on a motion by Tollaksen, second by Sorg, and an unanimous vote of the Committee.

Public Appearances / Public Comment

C. Sorg presented information on an award of merit from the Wisconsin Historical Society received by Michael Goc for his work on Powder, People and Place on behalf of the Badger History Group, and affiliate of the Sauk County Historical Society, on May 13, 2004.

Communications

Updated information from the Assembly for Local Arts Agencies (Anne Katz). The focus was on the Wisconsin Arts Congress, October 12, 2004 at the Overture Center in Madison. Keynote speakers will include Mark Barone, and Tom Barnett, of Paducah, KY. Paducah has leveraged $10.5 million plus form the private sector to establish and sustain programs that use arts for economic and community gain.

WALA and WAB, results from needs assessment focus group sessions at Arts Day in Madison.

A schedule of the 2004 UW-Wisconsin School for the Arts was received, detailing courses for the summer of 2004.

Thank you letter from the Boys and Girls Club for grant award.

Thank you from Sheila Anderson's Class for Sauk Sesquicentennial celebration.

Discussion regarding Portal Wisconsin website and resources that are located there. www.portalwisconisn.org.

Local Arts Agencies: Creating Opportunity in Challenging Economic Times. This audioconference will be available at the Sauk County West Square Building on June 10, 2004 from 2:00 p.m. to 3:30 p.m. The event is free to the public. A press release will be prepared.

Columns Magazine, received as part of the membership in the Wisconsin Historical Society.

Request for renewal of membership in the Wisconsin Historical Society at a yearly cost of $65.00. Motion by Sorg, second by Carlson to approve continuation of membership in the Wisconsin Historical Society for $65.00 per year.

Miscellaneous brochures from Americans for the Arts, upcoming conference, Arts Extension classes, Wisconsin Foundation for the Arts Newsletter and Perspectives, the Wisconsin Humanities Council Newsletter.

New committee members were updated on ongoing projects and activities. Current projects being worked on: Updates to grant form; asset mapping research; application to become a Preserve America Community.

Business Items:

Review of Annual Report.

Upcoming budget process will incorporate performance measures. A measure of the efficacy of AHHP programs could be the amount of dollars that the committee has been able to leverage. Budget discussions will be listed as an agenda item until completed.

Grant process - Consideration of limitation of number of times an applicant can apply for the same project.

A revised form will be presented at the next meeting for consideration and approval. Consideration of this request will be discussed at that time.

Gerry Stich provided information on the amount of dollars that the Concerts on the Square has been able to leverage because of Sauk County's grant contributions.

Discussion and consideration of Lake Delton arts project.

Motion by Ashford, second by Sorg to ask that request for funding be processed through the annual grant process. A letter to this effect will be sent to the Ms. Laundrie.

Review of web site changes (Artists directory, Historic Sites).

Website changes were reviewed and discussed. Changes will be forwarded to MIS.

Updates:

Artist Registry - No new additions. Marketing efforts to alert artists to this opportunity are underway. Packets will be mailed to artists involved with the fall art tour. Articles regarding opportunities will be included with the upcoming Sauk County Art Association newsletter.

Historic Preservation Week - The awards for the essay contest were distributed to schools and the hands-on Living History workshops were successful.

County Courthouse - The subcommittee preparing for the 100 year celebration for the Sauk County Courthouse is continuing with research. A timeline and plans for a brochure have been solidified.

Motion by Tollaksen, second by Ashford to approve vouchers in the amount of $11,419.08. Motion carried.

Regular meeting dates will be scheduled for the second Friday of each month. Research will be done on having off site meetings in the communities of Spring Green, Sauk City/ Prairie du Sac/Reedsburg to receive comments and suggestions from arts and historic preservation agencies in those communities.

Meeting adjourned on a motion by Ashford, seconded by Tollaksen, with an unanimous committee vote. Next meeting date was set for 1:00 p.m. on June 11, 2004, in room 213 of the West Square Building.
