RESOLUTIONS & ORDINANCES:
ARTS, HUMANITIES & HISTORIC PRESERVATION COMMITTEE AND FINANCE COMMITTEE:
Resolution No. 31-04 Approving a Request For Funding For the Great Circus Parade and Festival July 1-4, 2004. Motion (Carlson/Wenzel). Discussion in support of, and in opposition to funding request; festival activities; law enforcement; number of hotel rooms available; and sales tax revenue. Supervisor Burri questioned if monies could be taken from the Arts & Humanities budget vs. Contingency Fund. Chad Hendee, Acting Corporation Counsel, stated that would not be appropriate as monies were already appropriated for the Arts & Humanities budget.

Motion (White/Alexander), to approve resolution with contingency that the first $14,000.00 in sales tax revenue generated go the budget of the Commission On Aging. Discussion regarding same. Supervisor Giebel reminded Chair Endres that the Rules of the Board , RULE V. PROCEDURE C. states that: "No member may speak twice on any question, until every member choosing to speak has spoken." Further discussion regarding appropriating monies for anticipated overtime to be paid for law enforcement during the festival; and opposition to amendment.

Resolution No. 15-04 Approving Purchase of Development Rights Agreement for the Raymond G. Green and Reta N. Green Property Pursuant to the Sauk County Baraboo Range Protection Plan. Motion (White/Ashford). Dave Tremble, Sauk County Land Preservation Specialist/Planner, with explanation of before analysis vs. after market value. Inc. to Install the Foundation and Erect the Sabre 180 foot Self Supporting Tower on County Owned Property in Hemlock Park. Motion (Netzinger/Bychinski). Discussion in relation to height of cell phone tower in La Valle vs. height of Sauk County communication tower to be located in La Valle; and utilizing existing towers in a joint effort.
