Communications Infrastructure Committee Meeting Minutes
DATE: August 12th, 2004
Members Present: Tommy Lee Bychinski, Virgil Hartje, Donald Stevens, & Robert Sinklair.
Members Absent: Charlie Montgomery
Others Present: Phil Raab, Steve Muchow, Todd Liebman, Tim Stieve
- Meeting called to order by Chair Bychinski at 7:30 a.m.. Certification of compliance with Open Meeting Law was met.
- Adopt agenda: Motion by Sinklair, second by Hartje to adopt agenda. Carried.
- Adopt minutes: Motion by Hartje, second by Stevens to approve minutes of last meeting. Carried.
- Communications: Discussed the various emails sent between Mark Cupp & Tim Stieve including Mr. Cupp's recommendations that we go to two tower sites and not use the Thuli Road site. After lengthy discussion, motion was made by Hartje that we respond to Mr. Cupp, via written letter, indicating that the committee prefers the single tower site on Thuli Road, however, Mr. Cupp and/or representatives of the Lower Wisconsin State Riverway Board (LWSRB) shall be invited to attend the next regular monthly meeting of the Committee to further discuss the two tower recommendation. The letter shall also include a request for Mr. Cupp and/or the LWSRB representatives to be prepared to provide the additional funding that would be required to consider the two tower idea. Motion was seconded by Stevens. Carried.
- Business Items:
- Hemlock : Viewed the equipment building, tower and radio equipment.
- Courthouse: Nextel finally advised that they can not find a tower suitable to be placed on the Courthouse Facility. Tim Stieve noted that Nextel may have an interest in placing a tower on the Highway Shop Property in West Baraboo. In regard to the Courthouse Tower we can move forward with the plan to remove the bottom section of the existing tower. Moved by Sinklair, second by Hartje that we move forward with seeing if Nextel wishes to place a tower in West Baraboo and the Courthouse Tower repair. Carried
- Sauk City. Tim noted that we are just waiting for the lease to come back so we can get started at this site. Todd Liebman will check the status of the lease here and at Spring Green.
- Lake Delton. Received Township of Delton approval for a tower on 8-10-04, we now need to get the paper work in for the Board of Adjustments.
- Hillpoint. Waiting for response from the State DNR on lease in White Mound Park.
- Merrimac. Talked with Fire Chief about possibility of doing something different on the Water Tower site, waiting to hear back.
- Spring Green . Same story as Sauk City, as well as the issues discussed with the concerns from the LWSRB.
- Fiber Optics. Reviewed the bids on Fiber Optic from Reedsburg Highway to Reedsburg Tower and discussed same. Ellis McFadzen reviewed the bids and direct purchase pricing. Moved by Sinklair, second by Hartje to go with the low bid of J&R Underground. Carried
- Licensing pretty much all completed until new sites go forward.
- Next Meeting - Next regular meeting to be September 1st, 2004 @ 8:30 am at the Spring Green Fire Department.
