The meeting was called to order by Chairperson Wenzel at 9:00 A.M. and compliance with the Open Meeting Law was verified.
Motion by Montgomery, seconded by Hartje to approve the amended agenda for today's meeting, as mailed.
Motion carried.
Motion by Endres, seconded by Sprecher to approve the minutes of the May 4, 2004 meeting as mailed.
Motion carried.
Supervisor Hartje initiated a discussion regarding the timeliness and responsibility of committee action regarding important County issues; of particular concern was the pending location of a transfer station and the current "deadlock" by the governing committee in making a decision on its location. Supervisor Haugen, Chairperson of the Environmental Resources Committee, was reported to be in the building, however, attempts to locate him and seek his input at this meeting were fruitless. It was noted the next meeting of the Environmental Resources Committee is scheduled to take place on June 8th and hopefully some progressive action will be forthcoming.
Chairperson Wenzel noted receiving a verbal communication from Representative Sheryl Albers urging the County request Governor Doyle to include representatives from Sauk County in any future gaming compact negotiations with the Ho-Chunk nation. Motion by Endres, seconded by Hartje to authorize the Administrative Coordinator draft a letter for the County Board Chairperson to sign and send to Governor Doyle regarding this matter.

T. Liebman, Corporation Counsel, distributed draft copies of a resolution denying the claim of Harriet Sanders and reviewed same with Committee members. Motion by Hartje, seconded by Montgomery to approve forwarding this resolution to the County Board at their June 15, 2004 meeting for consideration.
Motion carried.
J. Van Berkel, County Conservationist, addressed the Committee and distributed and reviewed draft copies of a resolution requesting continued commitment of state funds regarding non point source pollution control. Discussion followed with a motion by Montgomery, seconded by Endres to approve forwarding this resolution to the County Board at their June 15, 2004 meeting for consideration.

Gene Wiegand, Administrative Coordinator, distributed draft copies of a resolution expressing
opposition to TABOR legislation and further discussed this matter with Committee members. Motion by Hartje, seconded by Endres to approve forwarding this resolution to the County Board at their June 15, 2004 meeting for consideration.

Les Armbrust, Veterans' Service Officer, presented his monthly report and list of bills. Motion by Montgomery, seconded by Sprecher to approve the report and list of bills in the amount of $2,652.30. Motion carried.
Beverly J. Mielke, County Clerk, presented her monthly report and list of bills. Upon inquiry, a discussion ensued regarding Statewide Voter Registration List (SVRL) requirements. Mielke noted representatives from the State Elections Board are planning to visit her office next week to discuss this matter and she has asked the Administrative Coordinator to attend as well. Motion by Hartje, seconded by Sprecher to approve the report and list of bills in the amount of $2,996.67.

Corrine Ederer-Sklar, Emergency Management Director, presented the monthly report and list of bills for her department. She also updated Committee members on the location and amount of high water in the County caused by recent rains. Motion by Hartje, seconded by Montgomery to approve the report and a request to submit applications for hospital equipment grants as well as the monthly list of bills for the Emergency Management, Buildings & Safety Department in the amount of $1,047.93. Motion carried.
Todd Liebman, Corporation Counsel, presented his monthly report and list of bills for his department, noting the bills included the annual State Bar of Wisconsin dues for attorneys in his office. Motion by Montgomery, seconded by Hartje to approve the report and list of bills in the amount of $2,604.65. Motion carried.
Gene Wiegand, Administrative Coordinator, presented his monthly report highlighting:
involvement in 2005 budget preparation work, SWAT analysis by County Board members relative to strategic planning and upcoming public hearings on dairy improvement loans. Wiegand noted an individual from this Committee needed to be appointed to serve on the Capital Improvement Team. Motion was then made by Hartje, seconded by Montgomery to appoint Supervisor Paul Endres to serve in this capacity. Motion carried. Motion by Hartje, seconded by Sprecher to approve the report and monthly list of bills in the amount of $516.60 for the Administrative Coordinator.

Motion by Montgomery, seconded by Endres to adjourn and set the next, regular meeting date for Tuesday, July 6, 2004 at 9:00 A.M. Motion carried and the meeting adjourned at approximately 10:30 A.M.
