Judiciary & Executive and Legislative Committee - Minutes


DATE: Thursday March 11, 2004

PLACE: Branch II Jury Room, Historic Courthouse

PRESENT: Williams, Giebel, Montgomery, Carlson, Wenzel, R. Williams, Grill; Mueller, Radke, Vinet, Cregar-Heidt, Walker, Kopmeyer, Hafemann and Steinhorst

The meeting was properly posted and all interested parties notified.

Giebel made a motion, second by Wenzel to adopt the Agenda.
Motion Carried.

Montgomery made a motion, second by Giebel to approve the minutes of the previous meeting.
Motion Carried.

Montgomery made a motion, second by Giebel to approve Kim Vinet's attendance at a conference in Beaver Dam on May 12th to the 14th.
Motion Carried.

Kim Vinet appeared to give an update about moving to the old Law Library, and the structure to move files.

Tammy Kopmeyer and Tiffany Walker from ATTIC (An Alternative to Incarceration) appeared to talk to the Committee.

Kopmeyer explained the treatment groups provided by ATTIC, including random drug testing for both Columbia and Sauk Counties, and Federal Clients.

Walker explained Community Service Programs that ATTIC does provide to other Counties and that the Baraboo Branch would be interested in providing these services to Sauk County. Such as Supervision for defendants for community service, Coordinate Individual Service and Work Crews. Both Walker and Kopmeyer handed out several ATTIC pamphlets to the committee members.

Montgomery made a motion second by Giebel to appoint Mike Hafemann in charge of setting up a committee to study the possible Community Service Program for Sauk County Inmates.
Motion Carried.

Hafemann stated that before he could take on the responsibility he would have to talk to the Sheriff. Hafemann also asked Ruth Steinhorst to assist.

Montgomery made a motion second by Carlson to approve Donna Mueller's attendance at the Clerk of Court's Summer Conference.
Motion Carried.

Donna Mueller and Terri Radke appeared to discuss the problems as a result of the reduced staff in the Clerk of Court. Also Revenue issues that will be as a result of Sauk Prairie having a Municipal Court which will cause approximately $16,000 in cuts in Revenues. Radke and Mueller also discussed a report from the Director of State Court Offices who told them that they were not supposed to be collecting a $5.00 Civil Judgment fee until after satisfaction of the fine/fee is made then the Clerk could collect a $5.00 Satisfaction fee, which could result in another Revenue cut. Approximately $14,000 a year is now collected.

Giebel made a motion second by Wenzel to approve Tory Vesely, Karyle Johnson, Charlie Montgomery & Art Carlson's attendance at the WCSEA conference to be held April 29 & 30 at the Hotel Mead, WI. Rapids. Montgomery and Carlson abstained in voting.
Motion Carried.

Johnson also appeared to discuss the following:

  1. Legal Statistics
  2. Performance
  3. Scheduled surgeries.

A motion was made by Giebel second by Carlson to approve Leo Grill's attendance at the 2004 Family Law Seminar sponsored by the Office of Judicial Education, Milwaukee, April 21-23, 2004. and Three Mediators and Court Commissioner to attend the "Blended Families" Seminar sponsored by the Wisconsin Inter-Professional Committee on Divorce, Wisconsin Dells, April 22 and 23, 2004. Grill stated that he would only attend with the Mediators if he was not able to make the Family Law Seminar.

Cara Cregar-Heidt from Columbia-Sauk CASA (Court Appointed Special Assistance) Program appeared to discuss the function of CASA and to ask for Support from Sauk County.

Ruth Steinhorst appeared and read a memo from Judge Evenson regarding Community Service information he is gathering for the Committee.

Carlson made a motion second by Wenzel to approve Diane Luck, Ruth Steinhorst and Laura Moffit's attendance at the Victim Witness Spring Conference in Eau Claire on April 21st to the 23rd.
Motion Carried.

Montgomery made a motion second by Williams to approve the following monthly vouchers:

Court Commissioner's and Family Court Counseling Mediation in the amount of $358.00.
Motion Carried.

Wenzel made a motion, second by Carlson to adjourn to Thursday April 8, 2003 at 8:30 a.m. at the Branch I Jury Room.
