CALL TO ORDER: The meeting was called to order by T. Meister at 8:30 a.m. and was certified to be in compliance with the Open Meetings Law.

AGENDA: Motion by C. Montgomery, second by P. Tollaksen, to adopt the amended agenda.
Motion carried.

MINUTES: Motion by P. Tollaksen, second by C. Montgomery, to approve the April - 2004, minutes of the Personnel Committee as mailed.
Motion carried.

COMMUNICATIONS:

None.

ELECTION OF OFFICERS:

Motion by Charles Montgomery to nominate Tim Meister as the Sauk County Personnel Committee Chairperson and to close nominations, seconded by P. Tollaksen.
Motion carried.

Tim Meister accepted the position of Committee Chair.

Motion by Meister, to nominate Charles Montgomery as the Sauk County Personnel Committee Vice-Chairperson and to close nominations, seconded by P. Tollaksen.
Motion carried.

Charles Montgomery accepted the position of Committee Vice-Chair.

Motion by Charles Montgomery, to nominate Peter Tollaksen as the Sauk County Personnel Committee Secretary and to close nominations seconded by Tim Meister.
Motion carried.

Peter Tollaksen accepted the position of Committee Secretary.

The Negotiations Committee (a subcommittee of the Personnel Committee) shall be comprised of the three officers of the Committee with the two members at large to serve as alternates.

RECESS: Motion by P. Tollaksen, second by C. Montgomery, to recess the from the regular business meeting of the Personnel Committee and to reconvene immediately following the adjournment of the joint meeting of the Finance and Personnel Committees.

RECONVENE: Members present: T. Meister, C. Montgomery, P. Tollaksen, T. Bychinski, S. Alexander. Others present: M. Koehler, J. Briggs.

Motion by T. Meister, second by P. Tollaksen to reconvene the regular business meeting of the Personnel Committee.
Motion carried.

HIGHWAY DEPARTMENT:

M. Koehler present a request and resolution from the Highway Department to the Personnel Committee requesting the elimination of two vacant Patrolman's Helper positions and the creation of two additional Skilled Equipment Operator positions. The annual difference in wages for the two positions is approximately $1,400.00. However, since current patrolman's helpers assigned to perform the duties are required by contract to receive the higher classification of payment, the cost is already part of the budget. The actual savings to the department will be seen in less downtime and greater productivity. Motion by T. Meister, second by T. Bychinski to approve and support Highway Committee resolution eliminating two Patrolman's Helpers positions and creating two additional Skilled Equipment Operator positions outside the 2004 budget process.

PUBLIC HEALTH :

The Public Health Director would like to offer an internal promotion in accordance with the Sauk County Code of Ordinances, Chapter 13. To Walter Clark, Bio-Terrorism Communications Coordinator to the position of Bio-Terrorism Coordinator for the Consortium of Sauk, Columbia, Juneau, Adams and Richland Counties. Motion by C. Montgomery, second by T. Bychinski to approve the internal promotion.

LAND CONSERVATION:

On behalf of the Land Conservation, County Conservationist, M. Koehler presented information received from Pheasants Forever. The organization has offered to pay for an intern in the Land Conservation Department for up to 500 hours in the total amount of $6,130.00. Motion by P. Tollaksen, second by T. Meister to accept the contribution from Pheasants Forever and authorize a summer intern to the Land Conservation's Department.

DEPARTMENTAL UPDATES:

Motion by C. Montgomery, second by P. Tollaksen to enter into closed session pursuant to Wis. State 19.85 (1)(e) for the purpose of establishing collective bargaining strategy for upcoming collective bargaining sessions and ongoing grievances, and allowing M. Koehler and J. Briggs to remain. The Committee will reconvene in open session immediately following. Roll Call vote was taken: T. Meister - aye, C. Montgomery - aye, P. Tollaksen - aye, T. Bychinski - aye, S. Alexander - aye.

M. Koehler presented a report of Personnel activities for the past month in the main office.

Motion by P. Tollaksen, second by C. Montgomery to approve payment of the monthly vouchers in the amount of $ 4,223.98
Motion carried.

Discussion followed regarding the establishment of a date and time for the regular business meetings of the Personnel Committee. Motion by T. Bycchinski, second by C. Montgomery to establish the second Friday of each month, at 8:30 a.m. for the regular Personnel Committee business meeting, with the next meeting to be held June 11, 2004.
