Property & Insurance Committee Meeting Minutes


DATE: November 8, 2004

Members Present: Virgil Hartje, Larry Volz, Al Dippel, and Marty Krueger

Others Present: Carl Gruber, Cynthia Engelhardt, Joe Van Berkel, Steve Pate, Jolene Crowley

  1. Meeting called to order by Hartje at 8:00 a.m. Certification of compliance with Open Meeting Law was met.
  2. Adopt agenda: Motion by Volz, second by Dippel, to approve agenda.
    Carried.
  3. Adopt minutes: Motion by Dippel, second by Krueger, to approve last month's minutes.
    Carried.
  4. Communications - None.
  5. Business Items
    1. Treasurer's Report - presented a resolution to rescind a parcel in the Town of LaValle. Payment has been received for the taxes and fees. Motion by Krueger, second by Dippel to rescind the property.
      Carried.
    2. Joe Van Berkel of Land Conservation received an offer to purchase and salvage a barn in the Town of Franklin on the Nachreiner property. Corp. Counsel has already been consulted on this and they see no problems with selling. Motion by Volz, second by Dippel to sell the barn.
      Carried.
    3. Steve Pate of MIS discussed implementing a Computer Donations Policy. Older computers can either be donated to various non-profit agencies in the area or used for email purposes by County Supervisors, which would have to be maintained by MIS. It was agreed by Committee members to donate the computers. Motion by Krueger, second by Dippel to implement a Computer Donations Policy.
      Carried.
    4. Volz talked about two properties at the Health Care Center address being managed by the Sauk County Housing Authority (same as the rental property as stated in October 4 minutes). This will be on the Health Care Committee agenda in December. Motion by Krueger, second by Hartje to have Sauk County Housing Authority manage the two properties.
      Carried.
  6. Departmental Updates - Carl Gruber, Risk Management
    1. Monthly Report -- worked on liability question from HCC; checked on Highway work sites traffic control; worked on Sheriff's Dept physical demands sheet; ordered safety supplies; finished insurance renewals and will put together a resolution for County Board in December to approve the renewals; checked with Dick Mielke on floor surface in the jail and found a solution to put on the floors; worked on 9 comp cases; worked on 2 open liability cases; handed out safety manuals to jailors; set up mock OSHA inspection at the HCC with Sentry Insurance, which will be done on Nov. 9; worked on getting employees in train-the-trainer courses on defibrillators with the American Heart Assn; worked on the position bond schedule; worked on a questionnable workers comp. case in Human Services; received a check in the amount of $44,785 for 2003 dividend from Wis. County Mutual; placed our ergonomic sheets on the Intranet for access by employees; worked on a HCC employee workers comp case where permanent restrictions are involved.
    2. Review & approval of deductibles -- Motion by Dippel, second by Volz to approve deductible of $2,841.43.
      Carried .

    Departmental Updates - Tim Stieve, Buildings & Safety

    1. Monthly Report -- spent approximately 8 hours on phone problems, adds and changes; sidewalk completed at West Square, took out more because of the slope; work in jail has started. "B" block is pretty much out, working on "A" block. The first load of steel was 7.8 tons and received a check for $780.00 and a second check for 7.4 tons for $740.00; working on exterior, leaf pickup, shrub trimming, fertilizing, etc.; working with Highway shops on expanding VARC parking lot.
    2. Review and approval of vouchers -- Motion by Krueger, second by Volz to approve vouchers totalling $128,653.35.
      Carried .

      Other: Phil Raab gave the Committee an update on the communications towers.
