Committee Members Present: Ashford, Gaalswyk, Sprecher, and Wiese.
Committee Member Absent: Lehman
Others Present: Lance Gurney, Mary White, and Brent Bailey.
Chairman Wiese called the meeting to order at 9:05 a.m. and staff certified the meeting had been properly posted.
Motion by Ashford, seconded by Sprecher to adopt the amended agenda. Motion carried.
Motion by Gaalswyk, seconded by Ashford to approve the minutes of the September 28, 2004 Committee meeting as presented with the correction of the date. Motion carried.
Communications: None
Business items: The Committee signed resolutions approving the comprehensive plans for the Town of Reedsburg and the Town of Honey Creek.
Mr. Gurney also read resolutions commending Norvin Penshorn and Roger Shanks posthumously for their dedication and service to Sauk County.
Motion by Ashford, seconded by Gaalswyck to approve the resolution commending Mr. Norvin Penshorn for his years of service. Motion carried.
Motion by Ashford, seconded by Sprecher to approve the resolution commending Mr. Roger Shanks for his service to the County and environment. Motion carried.
Mr. Brent Bailey, Register of Deeds, appeared. He reported that his web site was almost complete. He stated that it would handle frequently asked questions.
He was also looking at the County's automated phone service. Ms. Ashford stated that there were times when it was difficult to actually get to a person, especially when there was a long list of department employees. Discussion continued regarding voice mail and electronic recording of documents.
Mr. Bailey did not have any vouchers for review.
No one was present from the Mapping Department or the County Surveyor.
Mr. Gurney, Planning and Zoning Director, then appeared and gave a short department update. He reminded the Committee that there was going to be a field trip of the Baraboo Range Commission and the Sauk County Natural Beauty Counsel to view various projects on October 27, 2004 from 10:00 A.M. To 2:00 P.M.. He asked the Committee to RSVP if they were planning to attend. There was also going to be a session for Plan Commissioners, local government officials and interested citizens on November 3, 2004 regarding community planning.
The Committee then briefly reviewed the court decision regarding the Sheldon and Evelyn Propp appeal. This was regarding a metal deck within the water setbacks. This appeal was to decide if they were liable and, if so, what penalty should be attached. The Judge decided that they were liable and within the next 30 days a penalty should be decided on.
Mr. Gurney asked if the Committee had reviewed the ordinance amendments and if they had any general comments. He stated that DATCP would not be able to review the ordinances until November 30, 2004. He didn't feel that anything would be approved and finalized until next spring. The State Board of Agriculture and how it relates to Land and Water Conservation Board was briefly discussed.
Mr. Gaalswyck asked about the erosion problem at Christmas Mountain. Mr. Gurney stated that sod had been installed and staked down, additional rock shoots installed, some ditches were reshaped and storm water rerouted to a detention pond.
Mr. Gaalswyck also asked about the project to reclaim one of Kraemer's quarries. Mr. Gurney reported that a youth group had done some reclamation work and planted prairie seeds at the site.
Item #b. On the agenda had been withdrawn.
The Committee then reviewed the department fee schedule. Mr. Gurney explained that with the current schedule a more expensive structure cost more for permits. State law requires that we charge on service provided. It has been 7 years since the last fee schedule change and the cost of issuing permits needed to be covered. Mineral extraction operations were also discussed. Mr. Gaalswyck asked about royalties on the amount mined.
Mr. Gurney asked if there were any questions regarding the fee schedule. Motion by Gaalswyck, seconded by Ashford to adopt the feel schedule as presented. Motion carried.
