Arts, Humanities, and Historic Preservation Meeting Minutes


The regular meeting of the Sauk County Arts, Humanities and Historic Preservation Committee was called to order and certification of Open Meeting compliance was given at 1:00 p.m. by Art Carlson.

Members present: Arthur Carlson, Rose White, Judy Ashford, Lola Huber, Henry Netzinger, Jay Salinas

Members excused: Peter Tollaksen

Others present: Kathy Schauf, Peter Shrake, Bev Vaillancourt, Paul Wolter, Michael Brophy, Donna Neuwirth, Alicia Goehring, Liz Nevers, Media

The agenda was approved on a motion by White, second by Ashford, and a unanimous vote of the Committee. The minutes of the prior meeting were approved on a motion by White, second by Ashford, and a unanimous vote of the Committee.

Public Appearances / Public Comment

Alicia Goehring from the State Historical Society presented information regarding Circus World Museum and steps that were being taken to in regards to reorganization. She emphasized the importance of Circus World Museum to the county as an asset to cultural tourism. She will be presenting a budget request at the September meeting.

Americans for the Arts Annual Report.

UW presentation of Lady Luxury.

Update on arrangements of the orchestration of state ballad.

Thank you from Reedsburg Players for 2005 grant award.

Discussion and consideration Americans for the Arts Economic Impact Study. After consideration the committee declined participation in the study (cost prohibitive - $6,500).

Cowparade will be from June 3 through October 13, 2006 in Wisconsin. This is the world's largest public art event.

An article from Business Week on the creative economy.

Americans for the Arts, "Creative Industries in Wisconsin" results were distributed.

Presentation by Donna Nuewirth, Reedikulous Puppet Festival.

Neuwirth and Nevers presented a PowerPoint presentation of the Reedsburg Puppet Fesitval with background information on the Wormfarm Institute.

Presentation by the Sauk County Historical Society regarding the Attridge Building.

P. Wolter and B. Vaillancourt presented the Sauk County Historical Society's plans for the acquisition of additional space. They are currently negotiating with the City of Baraboo for the Attridge Building in Baraboo. They were requesting in the 2006 budget a $00,000 capital outlay request for remodeling the building.

Consideration of the Sauk County Historical Society budget request.

P. Shrake presented the Sauk County Historical Society's budget request for 2006. A $1,000 increase was requested. Motion by White, second by Huber to approve forwarding the budget request in the amount of $9,000.
Motion carried.

Discussion and consideration of budget 2006 budget request.

The committee reviewed the proposed budget for 2006 with increases to the Historical Society and the addition of per diems and mileage for citizen members. The request for $100,000 was also considered as part of the budget request. Motion by Ashford, second by Huber to approve the request of $100,000 in capital outlay for inclusion in the 2006 budget request. Motion carried. Motion by Netzinger, second by Ashford to approve the 2006 budget request of $154,120.
Motion carried.

Consideration of a request for participation in UW-Baraboo Lady Luxury project.

Dean Brophy presented the project and the desire of the University to acquire partners for the successful completion of the project. This educational, historical project will culminate in a 4 day run of the original play staged at the Al. Ringling at the turn of the century. Motion by Netzinger, second by Ashford to approve the reallocation of $3,375 in previously awarded grant funds for the Lady Luxury History Project.
Motion carried.

Brophy also made a request for additional funding. Motion by Ashford, second by Netzinger to approve additional project funding from the 2005 budget in the amount of $3,000.

Consideration of participation as a WRAP regional host.

Tabled until September 15, 2005.

Consideration of attendance at Autumn Historic Preservation Conference.

No members will be attending this years conference.

Consideration of partnership with Americans for the Arts National Arts Education Public Awareness Campaign. Motion by Carlson, second by Netzinger to participate at the basic level. Motion carried.

Updates:

Artist Registry - No new applications to consider.

County Courthouse - The subcommittee reported on current events being planned.

Humanities Speakers - Speakers have been confirmed.

Historic Preservation Month - Display at the Sauk County Fairgrounds during the fair. Display has been set up in the Sauk County West Square Building..

Cultural Resources Directory - Members have been identified and work begun on content. December draft is being anticipated.

Motion by Netzinger, seconded by Carlson to approve the payment of vouchers in the amount of $92.80.
Motion carried.

Meeting adjourned on a motion by Netzinger, seconded byAshford, with a unanimous committee vote.

Next meeting date was set for 1:00 p.m. On September 15, 2005, at the River Arts Center, Prairie du Sac, Wisconsin.
