Baraboo Range Commission Meeting Minutes


DATE: January 11, 2005

The Baraboo Range Commission met in regular session at 8:00 AM, January 11, 2005 at the Sauk County West Square Building in Baraboo, Wisconsin.

Members present: Ashford, Beard, Hartmann, Persche, Statz, Steinhorst, Turnquist and Wenzel.

Absent: Kowalke.

Also present: Dave Tremble, Sauk County Planning and Zoning, and Audrey Parker.

Chairwoman Ashford brought the meeting to order at 8:00 AM., and asked members to review the meeting agenda. Motion to adopt the agenda as presented by Wenzel, second by Steinhorst. Motion carried.

Ashford asked members to review minutes from the November 17, 2004 meeting. Motion to adopt the minutes by Wenzel, second by Hartmann. Motion Carried.

Due to the abbreviated meeting schedule no report was presented.


Unfinished Business
Committee membership: Tremble reported that the Sauk Country Board had not acted to approve the appointment of Dean Steinhorst for another term. Ashford reported that the Board questioned whether the requirement that the Commission have three elected officials in addition to the Chair had been satisfied. Tremble reminded members that there are currently three elected officials serving in addition to the Commission Chair. The item will be on the January County Board agenda.


Tremble reported that he had visited three easement protected properties in December to monitor the conservation easements and drafted two different versions of a monitoring report.

Tremble will provide a copy of each version to the members with the next meeting agenda, for discussion at the next meeting.


Tremble reported that a request has been made to the Wisconsin Dept. of Transportation for an opinion on the amended BRPP plan language referring to the protection of land adjacent to the BRNNL.


New Business
Tremble briefed members on the upcoming Land Trust Alliance Rally 2005 which will be held in Madison in October.


Tremble requested approval for his attendance at an Environmental Planning symposium to be held in April in Madison. Motion to approve attendance by Hartmann, second by Persche. Motion Carried.


Steinhorst moved to convene a closed session, pursuant to s. 19.85 (1)(e):
"Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session." for the purpose of discussing negotiations with private landowners. Second by Turnquist. Motion carried unanimously.

The Commission convened in closed session.

The Commission returned to open session immediately following the closed session.

Tremble read from a Resolution to Purchase the Development Rights to the John Waldinger Jr. Property in the Town of Honey Creek. Persche moved to approve the Resolution and forward it to the Planning, zoning and Land Records Committee of the County Board. Second by Steinhorst. Motion Carried.

The next meeting is scheduled Wednesday January 26, 2005, at 8:30 AM.

Motion to adjourn by Turnquist, second by Statz. Motion carried.

The meeting adjourned at approximately 8:50 AM.
