Baraboo Range Commission Meeting Minutes


Date: February 23, 2005

The Baraboo Range Commission met in regular session at 8:30 AM, February 23, 2005 at the Sauk County West Square Building in Baraboo, Wisconsin.

Members present: Ashford, Beard, Persche, Statz, Turnquist and Wenzel.

Also present: Dave Tremble, Sauk County Planning and Zoning, Rodney Walter and Audrey Parker.

Chairwoman Ashford brought the meeting to order at 8:30 AM., and asked members to review the meeting agenda. Motion to adopt the agenda as presented by Turnquist, second by Persche.

Ashford asked members to review minutes from the January 26, 2005 meeting. Motion to adopt the minutes by Persche, second by Beard.

Staff Report

Tremble reminded members that two easement closings (Hatz and Boettcher) are scheduled for February 24 and March 10, respectively, and that the Waldinger closing is tentatively scheduled for April. Tremble reported that two appraisal reviews had been completed, but that no new assessments or appraisals had been initiated.

Unfinished Business

Tremble reported having completed four inspection reports, and that he will continue to schedule easement monitoring visits in the coming months.

Tremble reported that he had been in touch with Jim Thiel at WisDOT General Counsel's office regarding proposed changes to the BRPP and the use of the $250,000 Sauk County Fund. Tremble reported that Jim remains Sauk County's primary contact regarding USH 12 legal issues and the BRPP easements. Jim is reviewing the draft amended BRPP language.

Tremble reported no new developments on the proposal to use Stewardship funding on BRPP projects, although WDNR staff are reviewing information on the Waldinger project to assess its chances for grant funds.

New Business

Turnquist moved to convene a closed session, pursuant to s.19.85(1)(e): "Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specifiec public business, whenever competitive or bargaining reasons require a closed session." for the purpose of discussing negotiations with private landowners. Second by Persche. Motion carried unanimously.

The Commission returned to open session immediately following the closed session.

Members discussed scheduling morning meetings.

The next meeting, a special session, is scheduled Tuesday, March 8, at 8:30 AM.

Motion to adjourn by Turnquist, second by Statz. Motion carried.

The meeting adjourned at 9:58 AM.
