Baraboo Range Commission Meeting Minutes


DATE: Minutes of the May 12, 2005

The Baraboo Range Commission met in a regular session at 8:15 AM, May 12, 2005 at the Sauk County West Square Building in Baraboo, Wisconsin.

Members present: Ashford, Beard, Hartmann, Kowalke, Persche, Steinhorst, Turnquist and Wenzel.

Also present: Dave Tremble, Sauk County Planning and Zoning, and Audrey Parker.

Chairperson Ashford brought the meeting to order at 8:15 AM., and asked members to review the meeting agenda. Motion to adopt the agenda as presented by Steinhorst, second by Turnquist.
Motion carried

Ashford asked members to review minutes from the March 20, 2005 meeting. Motion to adopt the minutes by Hartmann, second by Persche.
Motion Carried.

Communications

Tremble reported that Gathering Waters Conservancy is requesting that candidates for annual and lifetime conservation awards be submitted by Friday May 20, and asked if the Baraboo Range Commission was interested in nominating Harold Kruse for the lifetime achievement award. Hartmann moved to nominate Harold Kruse, second by Persche. Motion Carried.

Tremble distributed copies of a memo he had written to County Board members inviting them to attend the dedication ceremony for the Baraboo Hills Important Bird Area, which will be held on Sunday May 15 at the Cox Nature Preserve in the Town of Honey Creek.

Tremble distributed copies of a communication from the Wisconsin Chapter of the American Planning Association, regarding the proposed Assembly Bill 265, requiring the recording of the sale of development rights with local register of deeds, and the payment of recording fees.

Unfinished Business

Tremble reported that he had discussed the draft BRPP Plan amendments with WisDOT legal counsel, Jim Thiel, who promised to complete his review and forward WisDOTs comments.

Tremble reported that he had received notification from Stefanie Brouwer at WDNR that Sauk County should submit an application for a Stewardship Fund grant for the Waldinger property easement. Commission members requested to have WDNR staff attend a BRC meeting to explain the process for accessing the BR Stewardship Funds. Tremble agreed to invite Stefanie Brouwer to the next meeting.

New Business

Turnquist moved to convene a closed session, pursuant to s. 19.85 (1)(e):

"Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session." for the purpose of discussing negotiations with private landowners. Second by Persche.
Motion carried unanimously.

The Commission convened in closed session.

The Commission returned to open session immediately following the closed session.

Tremble distributed copies of a Resolution to Approve the Purchase of Development Rights to the George and Kyoko Archibald property and the Brian C. Farr property, both in the Town of Baraboo.

Persche moved to adopt the Archibald resolution, second by Hartmann.
Motion Carried.

Beard moved to adopt the Farr resolution, second by Turnquist.
Motion Carried.

The next regular session is scheduled for Wednesday May 25 at 8:30 a.m.

Motion to adjourn by Kowalke, second by Turnquist.
Motion carried.

The meeting adjourned at 8:45 AM.
