The County Board met as a Committee of the Whole at 5:00 p.m. in the Board Room for a Sauk County Strategic Planning process presentation by Mark Hilliker and Jenny Erickson, Portage County and Sauk County UW-Extension Community Natural Resources Economic Development Educators, respectively. Moved (Tollaksen/Endres), to suspend Rules of the Sauk County Board of Supervisors Rule IV, section I. Special committees, boards, and commissions shall be selected or appointed by the County Board Chairperson with the approval of the Board. These committees, boards and commissions shall select their own chairperson. The Chairperson shall notify County Supervisors of proposed appointments by United States Mail no later than the Wednesday afternoon prior to the scheduled meeting of the Board at which the appointments will be voted upon. If an appointment is to be considered at a special meeting of the Board, the Chairperson shall provide notice by United States Mail no later than six days prior to the date of the special meeting.

Steve Koenig, Parks Department Director stated referring this resolution back to Committee means the deadline to apply for the grant would be missed, resulting in the Committee having a year before another grant application would be due.

Resolution No. 39-05 Approving Purchase of Development Rights Agreement for the Carl L. Barrett and Patricia A. Barrett Property Pursuant to the Sauk County Baraboo Range Protection Plan. Todd Liebman, Corporation Counsel stated easement was fully disclosed to the buyer, and that purchasers have no choice but to accept easements.

Resolution No. 40-05 Approving Site Lease Agreement with Town of Delton and Space Lease Agreement with Wisconsin Power and Light. Beverly J. Mielke, Sauk County Clerk, noted the third paragraph was changed to read: "WHEREAS, the Town of Delton has agreed to waive rent for the lease of the tower site in exchange for a 50% share of the revenue collected from Wisconsin Power and Light Company, and a 40% share of any revenue collected from any of the County's other lessees on the tower as well as a commitment by the County to permit the Town to place two antennas on the Tower for its own use; and,". Resolution No. 47-05 Authorizing the Purchase of a Fingerprint System Upgrade and Interface For the Sauk County Sheriff's Department. Moved (Netzinger/Haugen). Supervisor Kriegl questioned if there two fingerprint systems. Captain Mike Hafemann, Sauk County Sheriff's Department, clarified it is one system with 2 units, one for the Courthouse, and one for booking at the Sauk County Jail.
