  Letter from Mark Harder, PE Waste Management Engineer, South Central Region, State of Wisconsin Department of Natural Resources, regarding progress on clean up of windblown debris at the Sauk County Landfill.

  Letter from Mary J. Hamburg, Dean/St. Marys Nurse Practitioner, commending the County on the care of patients at the Sauk County Health Care Center, and expressing concern that this facility remain a viable option for the individuals who need it. (Instruction by Chairman Wenzel to forward a copy of letter to the Health Care Center Committee.)

  Resolution No. 103-05 Authorization to Purchase Equipment Needed For the Fiber Optic Loop. Moved (Bychinski/Stevens). Timothy Stieve, Emergency Management, Buildings & Safety Administrator, estimates cost to date to be 1.7 to 2 million dollars; and project to be at 65% of completion.   EXECUTIVE AND LEGISLATIVE COMMITTEE and FINANCE COMMITTEE:

  Resolution No. 104-05 Increasing County Board and Committee Member Per Diem Effective With the April, 2006 Reorganization of the County Board. Moved (Endres/Tollaksen), to refer resolution back to the Executive & Legislative Committee. Discussion in support of, and in opposition to referring back to Executive & Legislative Committee; issues relating to multiple payment for attending more than one meeting per day; and noting proposed increase amounts to 1.5% increase since the last time per diems were raised. Todd Liebman, Corporation Counsel, gave his legal opinion that per State Statutes, multiple payments are not allowable unless Sauk becomes self organized. Options permitted under State Statutes would be to consider a salary vs. per diem pay structure. Gene Wiegand, Administrative added that self organization would also allow staggered elections of Board members. Moved (Bychinski/Tollaksen), to call the question.   Resolution No. 107-05 Approving the Town of Spring Green Comprehensive Plan Filed by the Town of Spring Green. Brian Simmert, Sauk County Planning & Zoning Department Planner, GIS Specialist, with clarification that Comprehensive Plans are brought to the Board for recognition, not approval; and for commendation for the residents and Town Board members who work on said plans.   PROPERTY & INSURANCE COMMITTEE and FINANCE COMMITTEE:

  Possible Resolution No. 109-05 Authorizing the Purchase of Lots in the Dellwood Subdivision and Appropriation of Funds to Purchase Lots in Dellwood Subdivision. Moved (Hartje/Stoeckmann). Discussion regarding purpose of resolution is for Sauk County to purchase these unbuildable lots, bring them up to buildable lot sizes, and then sell the lots. The offices of the Treasurer and Planning & Zoning were commended for their work on this project. Vote total: AYES: (29) Zowin, Kriegl, Meister, Hartje, Lehman, Borleske, Stoeckmann, Krueger, Cassity, Tollaksen, Volz, Lombard, Dippel, Wheeler, Fordham, Haugen, Earl, Ashford, Endres, Stevens, Gaalswyk, Carlson, Wiese, Alexander, Sinklair, White, Netzinger, Sprecher and Wenzel.
