The regular meeting of the Environmental Resources Committee - Solid Waste Management Department was called to order at 8:00 a.m. in Room 326B of the Sauk County West Square Building. Chairman Haugen certified compliance with the open meetings law in that the meeting was properly posted and all parties duly notified.
Member present: Haugen, Stevens, Lombard, Cassity, Krueger

Motion was made by Cassity and seconded by Lombard to adopt the agenda as mailed.
Motion carried.
Supervisor Krueger noted a necessary correction in the minutes of the previous meeting relating to the specified weekday of the next meeting. Motion was made by Lombard and seconded by Cassity to approve the minutes of the previous meeting as corrected.
Motion carried.
Following a discussion of the bills, motion was made by Cassity and seconded by Lombard to approve payment of the bills presented, totaling $14,408.89.
Motion carried.

The solid waste manager reviewed proposed revisions to the sampling plan for the former landfill. The solid waste manager explained that revisions to the sampling plan were being contemplated at this time in expectation of the WDNR's expected decision not to trigger the composite cap contingency and in anticipation of the eventual de-listing of the landfill from the National Priorities list. Upon discussing the probable scope of the revisions and justification for decreasing sample sites and sampling frequencies, motion was made by Krueger and seconded by Cassity to table action on the proposed revisions until such time that WDNR issues its cap contingency decision and a timetable for de-listing becomes known. Motion carried.
The Committee heard a report from the solid waste manager regarding the ongoing utilization of the remaining airspace of the active landfill and the status of various solid waste projects. The solid waste manager reported that as of March 8,2005, approximately 1,500 tons of capacity remained at the landfill site and that at current rates of fill, the site would reach final capacity by mid-April at the latest. The solid waste manager suggested combining the Clean Sweep event with other material specific collection programs, such as those for consumer electronics, batteries, etc. Upon discussion, motion was made by Krueger and seconded by Lombard to favor the September 24 weekend for the clean sweep event, to be offered as part of a multiple-day event where Sauk County residents could dispose of difficult-to-manage waste materials. Motion carried. The solid waste manager further reported that plans and specifications for the landfill gas system project were nearing completion, and that bidding would occur in early April.
The solid waste manager reported that he had been contacted by Zech Forest Products concerning their interest in setting up a concrete/asphalt recycling area at the landfill site. Upon discussion of the possible uses and/or need for the recycled product at the landfill, the anticipated cost of said material, and the probable scope of such an enterprise, the consensus of the Committee was to decline intereste in participation at this time.
The next regular meeting was set for Tuesday,April 5, 2005 at 8:00a.m. Motion was made by Krueger and seconded by Cassity to adjourn. Motion carried.
