Executive & Legislative Committee Meeting Minutes

Members Present: Wenzel, Montgomery, Hartje, Sprecher, and Endres.

Others Present: T. Liebman, B. Mielke, K. Beghin, K. Schauf, and news media representative.

Chairperson Wenzel called the meeting to order at 5:40 P.M. and compliance with the Open Meeting Law was verified.

The Committee discussed the possible upcoming absence of an Administrative Coordinator for Sauk County and its impact on County operations.

Chairperson Wenzel explained a “committee concept” (a committee comprised of select department heads who would meet weekly with the Chairperson and Vice-Chairperson of the County Board) which he felt could be used in the interim, dependent upon the adoption of a resolution approving the selective early retirement of Gene Wiegand. Discussion followed on this plan, however, several members felt it necessary to have one individual clearly named to act as interim Administrative Coordinator in order to properly handle day-to-day County operations as well as any special matters which may arise.

Motion by Hartje to designate the County Board Chairperson as the interim Administrative Coordinator. This motion received no second, however, discussion followed and the Corporation Counsel indicated designating the County Board Chairperson and approving additional compensation would be in direct conflict with the Chair’s elected position on the County Board and may require him to resign. He further informed Committee members in the absence of an Administrative Coordinator, the County Board Chairperson automatically becomes the responsible party. Additional discussion on the appointment followed with a motion by Endres, seconded by Sprecher to appoint Kathy Schauf, Management Analyst, as the interim Administrative Coordinator. Voice vote was taken and the motion failed.

Consensus of Committee members was to present a motion at the September 21, 2005 County Board meeting naming the County Board Chairperson as the responsible individual for performing the interim duties of Administrative Coordinator, with no increased salary, and have the Corporation Counsel investigate the section of Wisconsin Statutes relative to this matter.
Motion by Hartje, seconded by Montgomery to adjourn. Motion carried and the Committee adjourned at 6:53 P.M.
