The agenda was approved on a motion by Tollaksen, second by Kriegl, and a unanimous vote of the Committee.
Bev Mielke, County Clerk, asked that the Deputy Clerk position be upgraded to Election Specialist. The Statewide Voter Registration System (SVRS) will deal with voter registration and election management. The greater responsibility and confidentiality issues justify the change. Any increases in costs can be charged back to the municipalities for whom the County does registration and updates.
Tim Stieve discussed changes in EMBS positions. The Program Assistant has started doing more and more maintenance work. They would like to upgrade the position to a maintenance technician with shipping responsibilities. Also, the Emergency Management Director is handling more of Tim's responsibilities so that Tim can spend more time on special projects, therefore the Program Specialist is spending more time doing emergency management activities. They would like to upgrade the Program Specialist position.
Lisa Buttonow, Health Care Center Business Manager, described the increased complexities in billing at the Health Care Center. Due to this, she would like to see all the positions in the business office reevaluated. The grade recommended for the Business Manager position by the Personnel Director would be equivalent to the Human Services Business Manager.
Joyce Smidl requested changing the Dietetic Technician position to Nutritionist. Current employee has started to supervise at WIC clinics and has taken on more responsibility. This is a union position and personnel believes that they can only increase her pay up to the highest grade in the union.
Tony Tyczynski, Veterans Service Officer, asked that the Program Assistant position be changed to a Veterans Specialist position due to her becoming accredited with the Wisconsin Department of Veterans Affairs. This enhances her ability to act on veterans behalves.
Gene Wiegand also noted that he is seriously considering requesting an upgrade to the Management Analyst position currently shared between the Administrative Coordinator and Accounting to a Deputy Administrative Coordinator.
Motion by Alexander, second by Bychinski to approve the upgrade
of the Deputy County Clerk position from Grade 2 to Grade 3.

Motion by Bychinski, second by Tollaksen to approve the upgrade
of the EMBS Program Specialist position from Grade 3 to Grade
4.

Motion by Bychinski, second by Tollaksen to approve the upgrade of the EMBS Program Assistant position to Maintenance Technician from Grade 2 to Grade 6. Motion carried.
Lisa Buttonow withdrew her request for upgrade at this time so that she could prepare a more thorough presentation at a later date.

of the Veterans Assistant position to Veterans Specialist and
from Grade 2 to Grade 4.

Motion by Fordham, second by Tollaksen to approve the upgrade
of the Public Health Dietetic Technician position from Grade
6 to Grade 8.

Steve Pate discussed the time keeping system used at the Health Care Center. Estimated cost for upgrading Kronos is $20,000. This is a mandatory upgrade. Pate would like the Board to consider allowing a change to a more modern Kronos system that could be used for the whole county and create a uniform system. This new system would cost $32,000 to set up at the HCC currently with additional costs for further County departments. Pate believes the additional cost would be beneficial to be able to create a uniform time keeping system and add functionality.
