CALL TO ORDER : The meeting was called to order by T. Meister at 8:30 a.m. and was certified to be in compliance with the Open Meetings Law.

AGENDA : Motion by C. Montgomery, second by P. Tollaksen, to adopt the amended agenda.
Motion carried.

MINUTES : Motion by T. Bychinski, second by S. Alexander, to approve the March 11, 2005, minutes as distributed.
Motion carried.

COMMUNICATIONS : None.

SEIU, District 1199W Grievance 047, (Disciplinary Action): Present for Management: W. Orth, Human Services Director and T. Green, Youth Services Supervisor. Present for United Professionals: P. Burdick, Union Steward, Katie Hansen, United Professionals Business Representative, and C. Smith.

Motion by C. Montgomery, second by T. Bychinski to enter into closed session Pursuant to Wis. Stats. § 19.85 (1)(f) for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Closed session to include: M. Koehler, K. Pope, J. Briggs, W. Orth, T. Green, C. Smith, P. Burdick, and K. Hansen. Committee to reconvene in open session immediately following closed session discussion.

Motion by S. Alexander, second P. Tollaksen, to have the Personnel Director notify the union the grievance is denied; the discipline will stand and remain on file, however the lost wages will be reimbursed to the employee.
Motion carried.

SHERIFF'S DEPARTMENT: On behalf of the Sheriff's Department, Personnel Director, M. Koehler presented a resolution eliminating the two (2) part-time clerk positions and creating one full time clerk position. Koehler briefly reviewed the history of the two positions and confirmed there would be no fiscal impact to the County by this going forward. Motion by P. Tollaksen, second by C. Montgomery to approve the resolution eliminating two part time clerks in the Sheriff's Department and creating one (1) full time clerk position.
Motion carried.

COMMISSION ON AGING: Personnel Director, M. Koehler presented a request from the Commission on Aging requesting authorization from the Personnel Committee to create a Project Position - Medicare Part D - Benefit Specialist. Koehler explained the position is being funded by the State to assist eligible recipients in determining their rights and opportunities under the Medicare Part D, as well as providing education and information to a variety of professional service providers. The position is currently anticipated to be funded for eighteen months, it would be a member of the W.P.P.A./LEER clerical unit, pay grade four (4). Motion by C. Montgomery, second by P. Tollaksen to authorize the creation of Medicare Part D Benefit Specialist in the Commission on Aging, as presented.

PUBLIC HEALTH/BIO -TERRORISM UNIT : Funding through Federal monies for Homeland Security, Bio-Terrorism, would allow for hiring of a Communications/Trainer position in the Bio-Terrrorism unit. Motion by P. Tollaksen, second by T. Bychinski to approve the request for the creation of a Communication/Trainer project position within the Bio-Terrorism Unit of the Public Health Department. M. Koehler will notify the Committee of the final job description and pay rate. Motion carried.

HUMAN SERVICES: The Human Services Department was previously authorized a full time psychiatric registered nurse position. Currently the position is vacant and the nursing needs are being met with contracted services provided by an employee of the Public Health Department. The Personnel Ordinance states positions which remain vacant in excess of one year are eliminated. W. Orth, Human Services Director requested the Personnel Committee to approve the extension of the one year vacancy. Motion by C. Montgomery, second by S. Alexander to allow the extended vacancy of the Psychiatric Registered Nurse position in excess of one year.

DEPARTMENTAL UPDATE: M. Koehler presented the Committee with departmental updates on recruitments, EAP, workers' compensation, unemployment and leaves of absence.
No action required.

Employee Recognition: M. Koehler informed the Committee she has recently been made aware of individual departments providing incentives to employees outside of established policy and/or procedure. Discussion followed regarding the long term ramifications which might be linked to these types of actions. The Personnel Committee requested the Personnel Director to research the issue in depth and develop a draft policy regarding employee gifts and gratuities.

K. Pope advised the Committee of Personnel activities for the past month at the Health Care Center. The report included updates on recruitments, workers' compensation, unemployment and leaves. Additional information regarding the FDD unit was also provided in a handout.

Motion by P. Tollaksen, second by C. Montgomery to approve payment of the monthly vouchers in the amount of $ 2,461.86.

Motion by T. Bychinski, second by P. Tollaksen to adjourn with the next regular meeting to be held Friday, May 13, 2005, at 8:30 a.m.
