CALL TO ORDER: The meeting was called to order by T. Meister at 8:15 a.m. and was certified to be in compliance with the Open Meetings Law.
AGENDA: Motion by C. Montgomery, second by P. Tollaksen, to adopt the agenda. Motion carried.
MINUTES: Motion by T. Bychinski, second by P. Tollaksen to approve the October 7, 2005, minutes as distributed. Motion carried.
COMMUNICATIONS: M. Koehler informed the Committee she had received notice from P. Negast, W.P.P.A./LEER business representative of the union's decision to withdraw the grievance regarding an employee disciplinary action, which had been schedule to be heard by the Personnel Committee at today's meeting.
HUMAN SERVICES: Human Services Deputy Director D. Brattset, and Business Manager L. Horkan came before the Committee to discuss the Lead Worker Project positions currently utilized in the Community Access Program (CAP) and in the Long Term Support unit. The three social worker /Lead worker positions were authorized and began in July of 2004 with a review required after eighteen months. Horkan explained the financial success of the restructuring. It is anticipated to continue in 2006. D. Brattset also spoke regarding positions the Human Services Department wished to request for 2006 as part of the budget process. Motion by P. Tollaksen, second by C. Montgomery to approve the continuation of the three (3) Lead worker positions for CAP and Long Term Support provided they do not at any time require levy dollars for funding. Motion carried.
ADMINISTRATIVE COORDINATOR RECRUITMENT: Personnel Director M. Koehler, discussed changes to Sauk County Code of Ordinances chapters 13 and 35, which have been proposed by the Executive and Legislative Committee. The recommended changes would impact the job duties of the Administrative Coordinator position, specifically supervisory duties. After discussion by the Committee of the impact the proposed changes would have on the day to day functions of the County, a motion was made by P. Tollaksen, second by T. Bychinski to send a memorandum to the Executive and Legislative Committee expressing the concerns of the Personnel Committee that the referenced revisions are not in the best interest of Sauk County. Motion carried.
DEPARTMENTAL UPDATES: M. Koehler presented a report to the Committee regarding the past month's department activities, including recruitments, unemployment expenses, leaves of absence and EAP utilization.
K. Pope provided the Committee with a report on the activities of the HCC Personnel Office including recruitments, unemployment expenses, and leaves of absence. Pope noted success in appealing an unemployment claim of a former employee.
Expenditures for the month of September were presented in the amount of $ 2,669.24. Motion by P. Tollaksen, second by T. Meister to approve the vouchers and departmental updates as presented. Motion carried.
NEGOTIATIONS: M. Koehler requested tentative dates for conducting Highway negotiations. Members of the Negotiating Committee would be available December 14, 15, 16, or 21, of 2005, for preliminary exchange of proposals.
Motion by T. Meister, second by P. Tollaksen to adjourn until Friday, December 7, 2005, at 8:15 a.m. to hold the next regular business meeting. Motion carried.
