Property & Insurance Committee Meeting Minutes

Members Present: Virgil Hartje, Larry Volz, Al Dippel, Marty Krueger, and Katherine Zowin

Others Present: Tim Stieve, Carl Gruber, Cynthia Engelhardt, Pat Carignan, Joe Van Berkel, Lisa Buttonow

  1. Meeting called to order by Hartje at 8:00 a.m. Certification of compliance with Open Meeting Law was met.
  2. Adopt agenda: Motion Dippel, second by Krueger, to approve agenda.
    Carried.
  3. Adopt minutes: Motion by Dippel, second by Krueger, to approve last month's minutes.
    Carried.
  4. Communications - Request from Wisconsin Right to Life, Sauk County Chapter to host a peaceful rally on the Courthouse steps and grounds on January 23, 2005 from 2:00p.m. to 3:00p.m. Motion by Hartje, second by Dippel to approve the request. Carried.
  5. Business Items
    1. Treasurer's Report -Resolution presented authorizing issuance of quit claim deed to certain lands in Village of Merrimac to the Village of Merrimac. Village of Merrimac offered to purchase for $100.00, which is the appraised value. Motion by Dippel, second by Krueger to approve the resolution to sell back the property.Carried.
    2. Resolution presented by Health Care Center to approve transfer of management for three rental properties from Sauk County Health Care Center to Sauk County Housing Authority. Motion by Volz, second by Hartje to approve the resolution.
      Carried.
    3. Resolution presented by Land Conservation to approve a stream bank corridor easement on property along Honey Creek in the Town of Franklin, as part of the Plain-Honey Creek Dam Rehabilitation Project. Motion by Zowin, second by Dippel to approve the resolution.
      Carried.
  6. Departmental Updates - Carl Gruber, Risk Management
    1. Monthly Report - crane inspections at Highway completed; worked on 2005 Employee Health Fair for Jan 25; attended test hearing recertification class (CAOHC); ordered safety supplies; worked on driver record checks for employees/volunteers; set up drug tests at Highway shop; worked on 15 workers comp cases, 2 open liability cases; met with Personnel and Sheriff's dept on implementation of Physical Job Analysis; fire inspection at West Square and Courthouse buildings; held Highway safety committee meeting; worked on noise reduction of a machine in Treasurers dept; worked on two comp cases going to arbitration; worked applying an epoxy non slip coating at jail; worked on hearing conservation program; finished insurance policies and end of year reports.
    2. Review & approval of deductibles -- Motion by Volz, second by Zowin to approve deductible of $838.56.
      Carried.

      Other: discussion on hearing tests and the cost of purchasing new testing equipment versus using a hospital mobile unit. Gruber will get additional pricing.

    Departmental Updates -Tim Stieve, Buildings & Safety

    1. a. Monthly Report - spent approximately 7 hours on phone problems, adds and changes; HVAC controls and system cleaned up and working well at Reedsburg; working on completing the first floor remodel of the Courthouse for MIS operations room; met with Architect and Sheriff's dept to get started on 3rd floor holding area.
      Stieve reported on the Communications Project
    2. b. Review and approval of vouchers -- Motion by Dippel, second by Krueger to approve 2004 vouchers totaling $99,726.27 and 2005 vouchers totalling $12,457.40.
      Carried .

    Other: Stieve distributed copies of financial statement for the 3rd Ave. apartments.

  7. Next meeting: Monday, February 7, 2005 at 8:00a.m.
  8. Meeting adjourned at 9:15am. Motion by Zowin, second by Krueger.
