Property & Insurance Committee Meeting Minutes

  1. Meeting called to order by Hartje at 8:00 a.m. Certification of compliance with Open Meeting Law was met.
  2. Adopt agenda: Motion by Volz, second by Krueger to approve agenda. Carried .
  3. Adopt minutes: Motion by Krueger, second by Volz, to approve last month's minutes. Carried.
  4. 4. Public Comment - none
  5. 5. Communications -
    1. A) Request from Baraboo Area Senior Citizens Organization, Inc. to once again sell pizza and pop at the Concerts on the Square this summer. Motion by Krueger, second by Volz to approve request.
      Carried .
  6. Business Items
    1. A) Doug Blakeslee presented the Committee with a proposed layout for the Courthouse third floor and discussion took place on future use of this area. Motion by Krueger, second by Volz to submit this layout to County Board for approval.
      Carried .
      1. B) Zowin requested that the meeting room scheduling authority be turned over to the U.W. Extension office based on various concerns from people having trouble scheduling rooms. It was noted that most all departments can schedule a meeting room via the e-mail system, the only one that is restricted is the County Board Room and that is due to the Room use policy passed just over a year ago by the Committee. Tim also noted a problem that took place with the Commission on Aging being moved from the County Board Room. Tim noted that he will review the Room Use Policy for any points that need to be clarified. Discussion took place on upgrading presentation capabilities in B24/B30. Both issues will be addressed at the June meeting.
      2. C) A statement of income sheet for the Third Avenue apartments was distributed for review.
      3. D) Opening of bids for the sale of two parcels obtained as part of the White Mound Dam Rehabilitation. Highest bids were for $52,100 by Yanke Hillside Farms and $45,200 by Robert Yanke. Robert Yanke was present at the meeting and upon completion of opening all the bids, Robert Yanke asked if he could withdraw his two bids, the two high bids, because some unknown person had spread manure all over the property that was up for bids. Robert Yanke stated that a third bid, the third highest bid of $38,300, submitted by his wife Lucinda Yanke, was up to her whether or not she wanted to honor that bid or withdraw it as well. Corporation Counsel office will be researching the legal aspects of this and the committee will need to meet prior to County Board to discuss this further.
      4. E) Treasurer's Report - Ann Burton distributed background information on 40 acres of the Dellwood Subdivision, Town of Dellona, which need to be replatted. Discussion took place regarding Sauk County acquiring title to properties. Treasurer and Planning & Zoning will continue to work on this, and a letter to the landowners will be drafted. Motion by Krueger, second by Zowin to table this until next month's meeting. Carried .
      5. F) Letter from Corporation Counsel on the steps that need to be taken to sell any portion of the Spring Green County Forest was distributed. Property will need to be physically looked at to view exactly what is being proposed to be sold.
      6. G) Register in Probate Jim Daniels and Judge Evenson are working on getting bids on equipment and minimal furnishings in order to move Probate to the Law Library area, which will then give Clerk of Courts use of the old Probate area. The Administrative Coordinator will be looking at the cost of doing this. Daniels was instructed to come back next month with a final budget and report on where the money will come from.
      7. H) Carol Jeffers requested having the West Square employees' breakroom available as an emergency spot only for the County Nutrition Program to package home delivered meals. Motion by Krueger, second by Zowin to approve the use of the breakroom for this purpose. Carried .
  7. 7. Departmental Updates - Carl Gruber, Risk Management
  8. A) Monthly Report -- Helped with Physical Job Analysis for Health Care Center, Human Services and Public Health; performed Mine Safety training for Parks/Highway; attended Health Care Center Safety Committee meeting; ordered safety supplies; worked on a workers' comp flow chart for supervisors; met with Michelle Koehler on Family Medical Leave Act and w/c issues; worked on 5 workers' comp cases and 1 open liability case; met with Commission on Aging on complaints on some of their drivers; held AED re-certification classes with St. Clare for Highway; worked on 2 ergonomic evaluations; attended Department Head meeting; attended Wisconsin Council Safety in Wisconsin Dells; won Certificate for Outstanding Achievement in Safety; worked on new audiometer and materials needed from St. Clare; met with Highway on a forklift safety program; attended Rural Safety Days meeting.
  9. B) Review & approval of deductibles -- Motion by Volz, second by Zowin to approve deductibles of $0.00. Carried .
  10. Departmental Updates - Tim Stieve, Buildings & Safety
  11. A) Monthly Report -- Spent approximately 8 hours on phone problems, adds and changes; the first floor remodeling of Courthouse is nearing completion; injured staff member back to work; planters for the West Square are installed and planting has started.
  12. Stieve gave an update on the Communications towers.
  13. B) Review and approval of vouchers -- Motion by Volz, second by Zowin to approve monthly vouchers totaling $69,015.76 and $24,175.76 . Carried .
  14. 8. Next Meeting: Monday, June 13, 2005 Starting at 7:30 am with a tour of property.
  15. 9. Tour of Dellwood property and Spring Green Forest postponed until June meeting.
  16. 10. Meeting adjourned at 10:30 am. Motion by Volz, second by Zowin.
