Committee Members Present: Wiese, Gaalswyk, Sprecher, Lehman, and Ashford.
Others Present: Lance Gurney, Mary White, Brent Bailey, Steve Pate, Pat Dederich, Lowell Haugen, Brian Simmert, Laura Olah and Robert Sinclair.
Chairman Wiese called the meeting to order at 9:00 a.m. and staff certified the meeting had been properly posted.
Motion by Sprecher, seconded by Lehman to approve the agenda as presented.
Motion carried 5-0.
Motion by Gaalswyk, seconded by Ashford to approve the minutes of the
joint Planning, Zoning, and Land Records Committee and the Land Conservation
Committee meeting of May 12, 2005.
Motion carried 5-0. Motion by Ashford, seconded by Gaalswyk to approve
the minutes of the May 24, 2005 Committee meeting.

Mr. Steve Pate, MIS, appeared and presented the Mapping Department's Budget Form 1.The mission and vision statements were basically the same as last year. Mr. Pate stated that future projects would depend on what the state was going to do with the Land Records Program. Mr. Bailey said that the county would still be allowed to keep $5.00 for each document recorded in his office. Motion by Lehman, seconded by Gaalswykto approve the statements as presented. Motion carried, 5-0.
Mr. Pate had no vouchers for approval.
Mr. Brent Bailey, Register of Deeds, then presented his mission and vision
statement. He also stated they were basically the same as last year. His
major goal was to take all of the old records and incorporate them into
the computer system. Motion by Gaalswyk, seconded by Ashford to approve
the mission and vision statement as presented.
Motion carried, 5-0.
The Register of Deeds voucher list was reviewed. Motion by Gaalswyk, seconded
by Ashford to approve the vouchers.
Motion carried, 5-0.
Mr. Pat Dederich, County Surveyor, then appeared. He reported that he had been contacted by the Department of Transportation to put coordinates on 67 corners located between Baraboo and Lake Delton for the Highway 12 reconstruction. The DOT will be paying for this project. These corners will be part of the 150 corners mandated by state statutes to be checked each year. He plans to have this completed by October 3, 2005.
The Town of Washington remonumentation project was then discussed. Apparently, there were questions on the accuracy of some of the monuments and existing fence lines. Mr. Dederich stated that he feels the monuments are placed accurately. Mr. Reggie Jaquish, formerly of Team Engineering, was available to answer any questions the Committee had regarding the original project. Adverse possession and fence lines were discussed. Mr. Dederich made himself available to answer any questions posed to the Committee members regarding the monumentation program.
Mr. Lance Gurney, Planning and Zoning Director, requested that the Committee take agenda items 9b and c next.
The Committee first reviewed a resolution supporting removal of residual contamination in Gruber's Grove Bay on Lake Wisconsin. Mr. Gurney stated that there were still high levels of contamination in the bay. The Towns of Merrimac and Sumpter had passed resolutions stating that they wanted the water to be cleaned up to the highest degree possible and the Army may sign off on the project as it is. He suggested sending a strong message to state and federal officials that this was not satisfactory. Ms. Laura Olah, from Citizens for Safe Water Around Badger, addressed the Committee regarding the efforts of the Army in handling this situation. She stated that the Army may be willing to accept higher levels of contamination than local citizens. She said that the efforts had been inadequate and the County needed to take a proactive role in having the project completed. The whole Badger contamination problem and private wells were further discussed. Mr. Robert Sinclair discussed issues relative to residential wells and other groundwater contaminant issues near Gruber's Grove.
Motion by Gaalswyk, seconded by Ashford to approve the resolution supporting
measures to ensure groundwater and private wells are free from contaminants
from the Badger Army Ammunition Plant.
Motion carried, 5-0.
Motion by Gaalswyk, seconded by Sprecher to approve the resolution supporting
removal of residual contamination in Gruber's Grove Bay.
Motion carried, 5-0.
The Committee then reviewed a request to rezone property in the Town of Fairfield from Agriculture Conservancy to a Recreational Commercial zoning district by Daniel and Kathleen Cseri for the purpose of bringing an existing campground into conformance with current zoning standards. The Town of Fairfield has already approved the request. Motion by Lehman, seconded by Ashford to approve the rezoning for the campground. Motion carried, 5-0.
Mr. Gurney distributed the mission and goals statement for the Planning and Zoning Department. The Committee briefly reviewed the statement and discussed the need for these reports. No action was taken.
Mr. Gurney updated the Committee on a presentation he and Brian Simmert gave to DATCP and the Land and Conservation Board regarding planned unit developments.
The June 28, 2005 Committee meeting was canceled. The next meeting will be held on July 12, 2005.
