Planning & Zoning Committee Meeting Minutes


DATE: July 26, 2005

Committee Members Present: Gaalswyk, Sprecher, Lehman, Ashford and Wiese.

Others Present: Lance Gurney, Mary White, Lowell Haugen, Laura Olah, Robert Sinklair, Dick Grant, Joan Kenney, Paul Dietman, Dave Tremble, Madeline Gotkowiz, Joe VanBerkel, and others.

Chairman Wiese called the meeting to order at 9:00 A.M. and staff certified the meeting had been properly posted.

Mr. Gurney stated that the item added to the amended meeting notice would not be discussed.

Motion by Gaalswyk, seconded by Ashford to approve the agenda as presented with the deletion of item 9.b.
Motion carried 5-0.

Motion by Sprecher, seconded by Gaalswyk to approve the minutes of the July 12, 2005 meeting.
Motion carried 5-0.

The Mapping Department, Register of Deeds and Surveyor's Department had nothing to report.

Mr. Gurney, Planning and Zoning Director, explained the purpose of meeting which was to discuss groundwater issues and become more informed on such issues in and around Badger. If the Committee felt the County should become more involved a resolution could be drafted to the County Board.

Ms. Madeline Gotkowitz, representing the Wisconsin Geological and Natural History Survey appeared and gave a presentation. The Survey had been studying the hydrology and groundwater resources of Sauk County. Ms. Gotkowiz explained groundwater and how it moves through the different aquifers. She also explained the specific groundwater stystem in southeast Sauk County.

Ms. Joan Kenny, representing the Army, and Mr. Joel Jantzen from SpecPro then addressed the Committee. She explained monitoring wells and types of contaminants they were testing for. She stated that the Army was concerned that everyone one in the area have safe water and she believed that had been accomplished. A lengthy discussion followed relating to the location of existing testing wells as well as where contaminants were found previously. Mr. Lehman asked if a rural water system had been discussed. She felt that wasn't necessary because there were no contaminated wells at this time.

They would be adding more monitoring wells. Ms. Olah asked if the property owners needed to be testing the wells themselves.

Mr. Gurney asked if the Committee wanted to draft a resolution regarding groundwater issues to the County Board and indicated that if they did they should be more specific. Previously submitted resolutions were discussed. Mr. Lehman asked how long the Army would be involved at Badger. Ms. Kenny stated she believed until 2012. Mr. Lehman asked if a rural water system should be requested before the Army is gone. Ms. Kenny repeated that at this time there were no contaminated wells. Ms. Ashford stated she didn't feel familiar enough to determine what steps to take. Mr. Gurney stated he felt the Army was doing everything they can at this time. Mr. Lehman asked if the contamination could be coming from the river. Ms. Kenny stated they had looked into that possibility. Motion by Ashford, seconded by Sprecher to take no action at this time. Mr. Sprecher felt the Army should be commended for the job they were doing. Mr. Gurney will provide a "Badger" report each month. Mr. Gurney asked when the last testing results would be obtained. The bay testing would be out in the next couple of weeks and she wasn't sure on the groundwater tests done in June because they still need to be validated.

Ms. Olah felt the Committee would not be supporting property owners if they didn't put together a resolution and it may be causing the property owners to pay for their own testing. Mr. Gaalswyk said the Committee wanted the Army to continue what they were doing and Ms. Olah and Mr. Sinklair to continue what they were doing.
Motion was called and carried 5-0.

The Governor's vetoes and comprehensive planning funds were briefly discussed.

The Committee reviewed department vouchers. Motion by Lehman, seconded by Gaalswyk to approve the vouchers in the amount of $1,270.03.
Motion carried 5-0.

Motion by Ashford, seconded by Gaalswyk to adjourn.
Motion carried 5-0.
