Chairman Wiese called the meeting to order at 9:00 A.M. and staff certified the meeting had been properly posted.
Motion by Sprecher, seconded by Ashford to approve the agenda.
Motion carried 4-0.
Motion by Ashford, seconded by Sprecher to approve the minutes of the
July 26, 2005 meeting.
Motion carried 4-0.
Mr. Weise stated that he had received a letter in opposition to a ATV trail.
Possible solutions were discussed.
None
Mr. Gurney stated that Mr. Pate of the MIS/Mapping Department had a conflict and would mail his budget to the Committee.
The Committee would briefly review the budgets presented today and approvals will be made at the next meeting.
Mr. Gurney presented the Register of Deeds' budget. There was a $18,000.00 unresolved issue with the land records budget which will need to be discussed. The Committee briefly reviewed the budget and use of the Land Records money was discussed.
The Committee then reviewed the voucher list for the Register of Deeds.
Motion by Ashford, seconded by Gaalswyck to approve the vouchers in the
amount of $539.68.
Motion carried.
Planning and staffing in the Planning and Zoning Department were discussed. It is anticipated that the County plan would be completed in 2010 and by then individual municipality plans would have to be reviewed again.
Mr. Gurney then reported on the Dellwood subdivision project. The County has been trying to get title of these non-conforming lots. There are 109 lots left in private ownership and 58 owners were willing to sell. The County's plan was to obtain ownership, vacate the plat and resell the property. $40,000. may be set aside to purchase this property.
Town comprehensive plans were then discussed. Mr. Gurney stated that the Towns of Freedom and Troy were nearing completion, Westfield was a little behind and Winfield and LaValle would be done next summer.
Revision #8 of the Airport Ordinance was ready. An informational meeting will be held in September, with the public hearing in November.
The proposed PUD ordinance was then discussed.
Mr. Dan Ruetten and Mr. Brian Simmert then appeared regarding the Town
of Spring Green Comprehensive Plan. There is a lot of diversity in the
Town and future residential use is limited. The future land use map was
reviewed. Motion by Ashford, seconded by Gaalswyck to accept the Town of
Spring Green Comprehensive Plan and integrate it into the County Comprehensive
Plan. Mr. Simmert complimented the Town on their plan and process.

Ms. Judy Ashford, Clerk for the Town of Merrimac, presented the town plan.
Existing land uses were discussed. Absentee ownership impact on the plan
was reviewed. Motion by Sprecher, seconded by Gaalswyck to accept the Town
of Merrimac Plan and integrate it into the County Comprehensive Plan.

Mr. Pat Dederich, County Surveyor, then appeared and gave a monthly report on his activities. He stated that the relocation project of Highway 12 was going fairly well except for safety issues.
DOT wanted to start property acquisition as soon as possible. Mr. Dederich stated that he was putting reference points off the traveled portion of the road. He also had a safety concern regarding filing cabinets in his office. The Committee recommended that he contact building maintenance. Mr. Gurney suggested that he bring this issue up with the Land Records Committee.
Budget issues were then discussed. Mr. Dederich stated he would be doing a lot of work himself that was originally done by an LTE. The Committee asked if regular Mapping Department staff could do this. Mr. Gaalswyck stated he liked the in-house process but felt bidding should still be done for some matters. Getting quotes instead of bids was suggested. The Committee felt the County Surveyor could be utilized for other County projects.
Mr. Gurney then briefly reviewed the Planning and Zoning Department, Baraboo Range and Board of Adjustment budgets. The departments' revenue was discussed. He explained that the biggest change would be paying for some of Dave Tremble's wages out of the Planning and Zoning Department's budget. Mr. Gurney stated that the budgets were bare boned as far as expenditures and he had made cuts wherever possible.
