Chairman Krueger called the meeting to order at 6:00 p.m. Certification that the open meeting requirement was met. Motion by Bychinski, second by Hartje to adopt the agenda, moving public comment to the last item just prior to adjournment.
Motion carried.

Business Items

Presentation of non-represented employee grievance flowchart.
Chairman Krueger and Administrative Coordinator Schauf presented a flowchart that summarized the existing non-represented employee grievance procedure pursuant to Chapter 13 of the Sauk County Code of Ordinances. Each bargaining unit contract also has specific grievance steps outlined. There was considerable discussion about the role of oversight committees in disciplinary matters.

Presentation of 2007 budget brief.

Schauf presented the current budget projections for 2007 after the Finance Committee's meetings with all departments. Emphasis was placed on the County positioning itself in the 2007 budget year for future challenges in 2008 and beyond.

Consideration and discussion of recommendations of the strategic planning - structure group.

Krueger and Schauf reviewed the strategic planning process and the key recommendations of the workgroup that explored County Board and Committee structure. Motion by Endres, second by Meister for the Executive and Legislative Committee to continue study of County Board and Committee structure and report by January 2007.
Motion carried.

Public Comment

A number of supervisors commented on the information previously presented.

Supervisor Kriegl commented on the definition of "core services" and tax shifting.

Motion by Bychinski, second by Meister to adjourn.
