8-06 Supervisor Kriegl request to modify Rules of the Sauk County Board of Supervisors, proposed changes, (current rules, not draft rules to be presented and approved @ the April, 18th Organizational meeting). Moved (Meister/Kriegl).

Todd Liebman, Corporation Counsel, clarification that this matter is on the floor and numbered as an issue, (amendment to the Rules of the Board), and is not a resolution.

Motion, (Kriegl/Wheeler), to divide and act upon proposed changes separately. Discussion regarding Rules of the Sauk County Board of Supervisors to be adopted at the April 18, 2006 Organizational meeting. Todd Liebman, Corporation Counsel, informed the Board that changes to the Rules of the Board during midterm requires a 2/3 vote; and approval of the Rules of the Board @ the April 18,2006 Organization meeting requires a simple majority vote. Further discussion questioning the urgency of making changes now vs. waiting until the April 18, 2006 Organizational meeting.

Todd Liebman noted that in the normal course of events, the Executive & Legislative Committee works on the Rules of the Board significantly in advance of the April Organizational meeting; and recommended the Executive & Legislative Committee at their March 7, 2006 meeting could take up a draft of the Rules of the Board, and have an informational Rules of the Board draft avail for circulation @ the March 21, 2006 Sauk County Board of Supervisors meeting.

CONTINUUM OF CARE COMMITTEE:

Resolution No. 9-06 Recommending The Creation of the Continuum of Care Planning Committee to Continue the Redesign of Long Term Health Care to Include the Development of a Facility in Sauk County. Moved (Carlson/Endres).

Motion, (Kriegl/Wheeler), to amend the resolution to read:"Resolution No. 9-06 COMMENDING COMPLETE STUDY OF CONTINUUM SERVICES FOR SAUK COUNTY'S ELDERLY AND DISABLED:

WHEREAS, Sauk County has an obligation to ensure that its elderly and disabled citizens receive the care they need; and

WHEREAS, residents of the County need access to a broad range of services provided by both the public and private sector; and

WHEREAS, these services and the funding to pay for them are often inadequate to fully discharge the County's obligation to ensure care for its elderly and disabled citizens, causing individuals to wait for months or years for services, and causing many individuals to require premature nursing home admission in order to be cared for; and

WHEREAS, the State of Wisconsin will be encouraging increasing numbers of nursing home residents to be placed in community settings, and Sauk County needs to prepare for this by using scarce resources wisely to promote and develop options for community support for the elderly and disabled; and

WHEREAS, the current CONTINUUM OF CARE COMMITTEE report and resolution admits that there is yet much to be learned about eliminating the gaps in the continuum of care in Sauk County and that a new HCC building won't fill all the known significant gaps; and

WHEREAS, The short term deadlines outlined for the previous CONTINUUM OF CARE COMMITTEES limited the scope and depth of the analysis of the previous committees; and

WHEREAS, the current Sauk County Health Care Center can continue to play its current role within the continuum of care in the county until the rest of the analysis is complete (after which its role would likely be modified in some way); and

WHEREAS, the SCHCC daily gross cost per patient is about $93 higher than the daily gross cost per patient at the Richland County and Columbia County nursing homes (about $160 per patient day); and

WHEREAS, the Richland County nursing home has union employees (all but nurses), three floors, a history similar to that of the Sauk County HCC, and a similar reputation for excellent quality of care;

WHEREAS, the Richland and Columbia County nursing home have operated with about $200,000 or less property tax levy per year; and

NOW, THEREFORE BE IT RESOLVED, by the Sauk County Board of Supervisors met in regular session, that the CONTINUUM OF CARE COMMITTEE, given that it has spent more than one year acquainting itself with the needs of Sauk County's elderly and disabled citizens, be re-appointed to complete the work it was charged to do in April, 2005: that is, to fully study the mix of services and alternatives for care that should be provided in Sauk County, including, but not limited to affordable assisted living, affordable dementia care, affordable in-home support services, privatization of any appropriate services, and any alternatives determined by the COMMITTEE to better meet the needs of Sauk County residents. In addition, this exploratory COMMITTEE
will be supported in its investigation by County staff members, as
necessary; and

BE IT FURTHER RESOLVED, that this CONTINUUM OF CARE PLANNING COMMITTEE take into consideration in its planning process the changes in funding and managing long term care being implemented by the State of Wisconsin, and pay particular attention to innovative ways to fund and manage care for the growing population of elderly and disabled who wish to be served in their own communities; and

BE IT FURTHER RESOLVED, that this CONTINUUM OF CARE PLANNING COMMITTEE be charged with the responsibility to fully describe and analyze the cost of the services and the providers needed to fill the existing service gaps for the elderly and disabled and reduce current and anticipated waiting lists in Sauk County caused by lack of funding, lack of providers, and nursing home relocation initiatives; and describe actions that Sauk County may take to encourage development of services and providers of services for the elderly and disabled; and

BE IT FURTHER RESOLVED, that this CONTINUUM OF CARE PLANNING COMMITTEE report to the County Board on its study of closing the gaps in community-based services, on a regular, monthly basis; and

BE IT FURTHER RESOLVED, that this CONTINUUM OF CARE PLANNING COMMITTEE is hereby empowered to conduct such meetings and hearings as are necessary to fulfill their charge. The progress of the COMMITTEE will be assessed within one year of its formation, and, if necessary, its mandate will continue in order to fulfill its mission; and

BE IT FURTHER RESOLVED, that a COST ANALYSIS COMMITTEE will be formed by the members of the Health Care Center Committee and management team plus two members of the Finance Committee that are not or have not been members of any CONTINUUM OF CARE COMMITTEE to immediately examine and thoroughly analyze the factors that have caused the daily gross cost per patient at the SCHCC to be about $93 higher than at the Richland and Columbia County nursing homes, and to study any other County that might provide information to control nursing home cost while maintaining quality of care. In addition, this COST ANALYSIS COMMITTEE will be supported in its investigation by County staff members, as necessary; and

BE IT FURTHER RESOLVED, that a STAFFING ANALYSIS COMMITTEE will be formed by the members of the Health Care Center Committee and management team plus two members of the Personnel Committee that are not or have not been members of any CONTINUUM OF CARE COMMITTEE to immediately arrange for a staffing analysis of the SCHCC. In addition, this STAFFING ANALYSIS COMMITTEE will be supported in its investigation by County staff members, as necessary.

For consideration by the Sauk County Board of Supervisors at its February 2006 meeting.

Fiscal Note: Creation of these COMMITTEES will require additional per diem payments for Board Members, but the exact cost will be dependent upon the number of meetings held."

Supervisor Montgomery congratulated Supervisor Hartje and his wife Edith on their 50th wedding anniversary. Supervisor Hartje invited all to attend the party on February 25, 2006 @ the Summit House, Hwy 58, Wonewoc, from 3-7 p.m.
