Hospital and/or Health Consortium

In the Region 5 Hospital Preparedness Newsletter, the Wisconsin Hospital Preparedness Program is offering specially-designed cots to each hospital. Hospitals will be given the opportunity to apply for the 3rd round of decon training.

• Wastewater security updates - what do you do with the wastewater you create at a hospital when you wash down people exposed to contaminants?
• Information on systems to track disaster victims.
• A fabric has been created that kills avian flu virus. Nisshinbo Industries said the virus-busting fabric can be used in masks and work clothes.
• The BRAT consortium will be doing some catastrophic training this fall.

State Regional Meeting

• Small Business Association disaster loans available to small, non-farm, agriculture-dependent businesses located in Sauk and other surrounding counties.
• Develop plans on special needs populations
• Working on the transformation from the Annexes of the Emergency Operating Plan to the Emergency Support Functions of the National Response Plan.
• Focus placed on receiving evacuees from surrounding areas and mass sheltering.
• As part of regional planning, there will eventually be a database in State for equipment and personnel listing. When all this information is entered it will be linked to the Counties.

The Governor's Conference will take place April 4-5 at the Grand Geneva Hotel in Lake Geneva. Corene mentioned that she's trying to eventually have one in the Dells area. The conference fee is $150. The Wisconsin Emergency Management website has all the information.

The International Herald Tribune reported that South Korea, the Netherlands and even Appleton are starting to use a technology called cellular broadcasting to send emergency text messages to mobile phone users.

The Dept of Homeland Security is soliciting public comment on the Office of Systems Engineering and Development SAFECOM Interoperability Baseline Survey. See enclosed federal register sheet for contact methods. Comments will be accepted until Feb. 17, 2006.

A video was shown entitled "Condition Red" which is a disaster preparedness tape. It's 23 minutes long and would be good to show in a community meeting. If anyone is interested in showing this VHS tape to their community, please contact Corene or Cynthia. It has excellent basic preparedness suggestions for citizens and includes an instruction worksheet and participant worksheet.

Weather Information from Rusty Kapela at NOAA

• Sauk County will have its annual Severe Weather Spotter classes on March 16.
• Description of hail stones have changed, enclosed is a chart.
• Review of 2005 weather extremes and disasters.
• A winter weather reference to headline thresholds, using single event names. NOAA reports warmer 2005 for U.S. Near record warmth globally.
• Information on HazCollect, which will be a one-stop shop for collection, relay, distribution of non-weather emergency messages.
• Flood Safety Awareness Week is March 20-24, 2006.
• Storm Ready welcomes its 1000th community as of last December.Sauk County is still working on getting weather radios in public places so we can become Storm Ready.

Tower Update

As of January 4, Tim Stieve reported that they are looking at getting an easement to go across Badger Army Ammunition Plant and discussion took place on several options. Merrimac tower - feedlines and antennas should be finished within 2 weeks and then installation of radio equipment can begin. Hillpoint - problem with the legs has been corrected and erection of the tower takes place on Jan. 12.. Happy Hill - waiting to complete Merrimac and Hillpoint and then reschedule the feedline and antenna replacement. Nothing new to report on Lake Delton, Hemlock, Sauk City and Courthouse.

Training

• EMS Emergency Preparedness Plan (WEEPP) Train-the-Trainer Workshop - next one 2/9 at Divine Savior Hospital in Portage. In order to receive reimbursement, training must be complete by 4/6/06.
• Damage Assessment Training to be held on March 8, 2006 from 8:30 - Noon in the lower level of the West Square building, 505 Broadway, Baraboo. Registration form enclosed.
• Debris Management - Feb 22-24, Volk Field
• Public Information Officer, Basic - Feb. 23, Volk Field
• Public Information Officer, Advanced - Feb. 24, Volk Field
• ICS-200 for Single Resources & Initial Action Incidents - Feb. 28 - March 1, Volk Field
• MATC Reedsburg will have a daytime ICS-200 on Friday, March 10. A two night course is still being scheduled.

Local Reports

Town of Lone Rock - water testing is to take place.

Town of Spring Green - Bud Bernhagen is stepping down as Local EM Director.

North Freedom - their plan has been adopted and they will be doing a tabletop exercise soon.

Loganville - has a new Fire Chief, Kent Westphal.

Delton - is developing a tabletop exercise with the state and also developing an EOC.
