Meeting called to order by County EM Director, Corene Sklar in EMBS meeting room.

State Regional Meeting

Emergency Support Functions (ESFs) will be based on the type of complexity (see enclosed handout), ranging from a Type 5 being the incident that can be handled with local resources, to a Type 1 which would involve federal response.

Winter Awareness was Nov. 13 - 17.

If there are any large events in your community scheduled for 2007, could you please submit the information to Sauk County EM, the State is requesting this information.

Fiscal year 2007 NIMS requirements are now posted on the WEM web site at http://emergencymanagement.wi.gov.

Volk Field has a new entry policy, which requires your full legal name and date of birth.

County Information

Corene received approval on the 2nd part of the Interoperability Grant. Kevin Stieve mentioned that everyone needs to have the same programming on scene and that Phil Raab has been working on this. Stieve stated this should be a joint effort between EMS and Fire.

Corene mentioned that for a Type 2 event, there will be more federal teams involved and discussion took place on position specific training.

Information was sent to all those communities who elected to adopt the County's All Hazards Mitigation Plan, regarding application for the 2007 Pre-Disaster Mitigation Grant.

OJA has developed 6 regional planning workshops beginning December 2006, as part of the FY 2007 application for the federal Homeland Security Grant, and eventually this application will determine the level of funding awarded to the state (see enclosed re workshop dates and places).

There was a discussion on severe weather warnings, tones and getting appropriate and accurate warnings out.

Kevin Stieve suggested people contacting their local responders about their pagers and also contact Phil Raab regarding minitor pagers and setting up one tone; there is a company in Madison that gives EMS personnel a discount.

Tower Update

As of November 3rd: construction re fiber to begin week of Nov. 13 on Hwy 78; a lease agreement was approved re Reedsburg Utilities; a transmitter will be required at the Reedsburg tower site which was not part of the original plan, however it would be a good solution to add at that location, so it was approved to purchase it. At Hillpoint there was an interference problem from cable television and Phil is working to correct this. Lake Delton is 100% functional, just waiting for fiber loop and Happy Hill comparator work to be completed. Nothing new to report on Hemlock. Work continues on Happy Hill on wiring up comparators so that once fiber loop is done the simulcast solution can be done.

Sauk City is the same as Lake Delton. Nothing new to report on the Courthouse. All the work is pretty well completed at Spring Green and should be able to turn on in next week or two.

Information Shared

Corene gave a talk on disaster preparedness for the Commission for the elderly nutritionists and handed 2 pieces - Disaster Preparedness Checklists for individuals with special needs and another piece entitled I Have put my House in Order. If anyone would like a copy of one or both, please let Cynthia know.
