The meeting was called to order by Sklar at 1:00 pm with a quorum present. Meeting was properly posted. Motion by Nimmow, second by R. Stieve to adopt agenda. Carried. Motion by Muchow, second by Nimmow to adopt the November 2005 minutes . Carried. 2006 LEPC Objectives were distributed.

SUBCOMMITTEE REPORTS:

Public Education: Educational Subcommittee met on Jan. 26 and there will be another meeting on Feb. 28 at 8:30 a.m. here. Grant was received but the website portion was denied and we will be working on a child activity book and billboards. Dorner agreed to pursue the billboards and Sklar will be meeting and working with someone from MATC on the activity book. The goal is to have 1,000-2,000 books in time for Rural Safety Days. The State has to approve the project.

Rural Safety Days:

May 16 & 17. The following members volunteered this year: Sam Howard for both days; Roger Stieve for both days; Don Nimmow for both days; Andrea Lombard will volunteer, if available. Nimmow suggested doing a segment on respect and responsibility towards Law Enforcement and Prantner will think on this.

Hazmat/Inservice Training:

Law Enforcement starts training the end of this March and runs through April. There will be a combination of Hazmat and ICS training.


Exercise Development / Plan Review Subcommittee:

SARA plan from Milwaukee Valve was distributed to appropriate recipients. AT&T is still on the list even though the information was forwarded to the State. Dells Army Ducks has a compliance issue. Sklar reported that the grand total for the County in fees is $17,304.

HazMat Team Oversight Review Committee:

This is still on hold. Sklar mentioned that perhaps we could re-approach the Board with the Level B Team after elections.
Clean Sweep: Lombard reported that the plan is to continue with this program and that it will probably be under a different department. She will ask John Carroll about the cost of the last one.

COMMITTEE MEMBER REPORTS

Sukup is trying to get the 3 hospitals to work together. Reedsburg Hospital is developing their decon quite well. They've had NIMS training and will be getting a satellite phone installed and are also talking about a disaster drill, possible bomb threat training. Sklar reported that St. Clare Hospital is getting all of their training.

Muhlenbeck stated that Public Health has been going into the communities and talking about mass vaccination and potential pandemic. They've been receiving information from different sources about food, water situations, should people decide to stay in their homes in the event of a pandemic. They are trying to heighten public awareness on how a situation like this will actually affect everyone. There was some discussion on the vaccine.

Flugaur talked about state training processes regarding funding and reported to the state that tourism is the big funding factor for Wisconsin. They are also in the process of trying to form a Wisconsin Tribal Management Association.

Dorner reported that Delton is developing an exercise and invitations will be sent out later.

OLD BUSINESS

The Rules and Regulations that were updated from the last meeting were distributed.
Nimmow did look into the battery question and reported that as long as a battery is on a moving vehicle, it does not have to be reported.

NEW BUSINESS

The Wisconsin Association of Hazmat Responders has an annual response conference on March 3-4, 2006 at Chula Vista. LEPC members are invited. Cost if $75.00 per person. Sklar has the registration form.

Sklar distributed upcoming Severe Weather Training which will take place March 16 and also information on the Tornado Drill for April 20.

Hazmat Awareness Week is the first week of March and everyone agreed that we have to get information out. Emergency Management office will have a display and information needs to get to the schools soon.

Muchow asked about Homeland Security funding. It is guaranteed until 2007.

Motion by Muhlenbeck, second by Lombard to adopt the 2006 Plan of work.
Carried.
