Environmental Resources/ Solid Waste Committee


DATE: NOVEMBER 8, 2006

CALL TO ORDER

A special meeting of the Environmental Resources Committee - Solid Waste Management Department was called to order at 3:30 p.m. in Room 213 of the Sauk County West Square Building. Vice-Chairman Huffacker certified compliance with the open meetings law in that the meeting was properly posted and all parties duly notified.

ATTENDANCE

Member present: Huffaker, Cassity, Wheeler, Haugen

Members absent: Zowin

Also present: Carroll, Schauf, Beghin, Van Berkel, Koehler, Krueger

AGENDA

Motion was made by Wheeler and seconded by Cassity to adopt the agenda.
Motion carried.

PUBLIC COMMENT

No public comments were heard.

COMMUNICATIONS

The solid waste manager's resignation, effective December 31, 2006 was noted.

LANDFILL FINAL USE PLAN

The solid waste manager presented & reviewed the final version of the final use plan and budgetary projection taking into account the dissolution of the solid waste department & all programs at the end of 2006. Considerable discussion followed on the distribution of facility care responsibilities in 2007 and the costs thereof. After further discussion of the plan and adjustment of the modified budget, motion was made by Wheeler and seconded by Huffaker to approve the budget, as discussed. Motion carried. Discussion followed regarding presentation of budget changes to the County Board at the November meeting and delaying action on the final use plan adoption to the December Board session.

RESOLUTION RE: REPEAL OF CHAPTER 15

The solid waste manager reviewed a copy of a resolution which would repeal Chapter 15 of the Sauk County Code of Ordinances in its entirety. Following discussion, motion was made by Haugen and seconded by Cassity to approve the ordinance and forward the same to the Full County Board for approval at the December session.

The next meeting was set for Tuesday, November 14, 2006 at 5:45 pm. to finalize the final use plan Motion was made by Haugen and seconded by Cassity to adjourn.
