- Adopt Agenda: Moved (Fordham/Stevens). Motion carried unanimously.
- Communications:Todd Liebman, Corporation Counsel, regarding communication from the Humane Society of the United States in relation to private possession of wild animals.
- Tony Tyczynski, Veterans Service Officer: Monthly Report/Review and Approval of Vouchers.
Motion (Stevens/Ashford), to approve report and list of bills in the amount of $4,302.22. Motion carried unanimously.
- Tim Stieve, Emergency Management Director: Monthly Report/Review and Approval of Vouchers.
Motion (Ashford/Fordham), to approve report and list of bills in the amount of $10,535.15. Motion carried unanimously.
- Beverly J. Mielke, County Clerk, presented by Patricia A. Van Oosten, Lead Deputy County Clerk: Monthly Report/Review and Approval of Vouchers.
Motion (Wenzel/Stevens), to approve report and list of bills in the amount of $26,092.38; and to approve County Clerk attendance at summer conference, June 26-28,2006, in Waukesha County. Motion carried unanimously.
- Kathy Schauf, Interim Administrative Coordinator: Monthly Report/Review and Approval of Vouchers.
Motion (Ashford/Fordham), to approve report and list of bills in the amount of $6.69. Motion carried unanimously.
- Public comment regarding direct deposit in relation to Sauk County payroll: Darlene Hill
- Consideration of a resolution Rescinding So Much of Resolution 149-05, Approving Mandatory Direct Deposit for County Board and Committee Members, Making Direct Deposit Voluntary.
Motion (Stevens/Ashford), to forward resolution to the full SAuk County Board of Supervisors for consideration at their June 20, 2006 meeting. Discussion regarding freedom of choice; and fiscal responsibility. Motion carried unanimously.
- Todd Liebman, Corporation Counsel: Monthly Report/Review and Approval of Vouchers.
Motion (Fordham/Wenzel), to approve report and list of bills in the amount of $3,317.47. Motion carried unanimously.
- 9:58 a.m. motion (Stevens/Ashford), to go into closed session pursuant to Wis. Stat. s. 19.85(1)(g), conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is, or is likely to become involved: Large and dangerous animal violation enforcement; and allow the following to remain: Kathryn Schauf, Interim Administrative Coordinator; Todd Liebman, Corporation Counsel; Patricia A. Van Oosten, Lead Deputy Sauk County Clerk, Secretary; Supervisors Haugen, Cassity and Zowin. Votes totals on motion to go into closed session: AYES: (5) Krueger, Ashford, Fordham, Stevens, and Wenzel. NAYES: (0). Motion to go into closed session carried unanimously.
- 11:05 a.m., Committee reconvened in open session immediately following the closed session.
- Public comment regarding large and dangerous animals: Elwood Anderson, Rose Valek, Robert McFarland, Georgianne Bebar, and Jeff Kozlowski.
- Motion (Wenzel/Ashford) to authorize commencement of litigation to enforce Sauk County ordinances pertaining to the unlawful keeping of large and dangerous animals.
- Motion (Fordham/Stevens), to amend the motion to add: "pending meeting of the Board of Health."
Motion to amend motion carried unanimously. Original motion, as amended, carried unanimously.
- Consideration and discussion of board development, training, and planning, (informational only). (handout)
- Consideration of appointment to Joint Review Board. Motion (Krueger/Fordham), to re-appoint person in the position of Administrative Coordinator. Motion carried unanimously.
- Consideration of appointment to the Capital Improvement Projects Team. Motion (Stevens/Wenzel), to appoint Supervisor Krueger. Motion carried unanimously.
- Discuss tentative date changes for the next Executive and Legislative Committee and County Board meeting. Recommendations: Next Executive & legislative Committee meeting: Tuesday, July 13, 2006, @ 9:00 a.m.; and July SauK County Board of Supervisors meeting: Tuesday, July 25, 2006, @ 6:00 p.m., (County Board meeting date change will require a 2/3 vote of Board members present @ the June 20, 2006 County Board meeting).
- 11:15 a.m., Adjourn. Moved (Wenzel/Ashford), to adjourn until Thursday, July 13, 2006, @ 9:00 a.m. Motion carried unanimously.
Motion by Wenzel, seconded by Fordham to approve the agenda for today's
meeting, as distributed.
Motion carried.

Consideration and Discussion of Administrative Coordinator Recruitment:
Chairperson Krueger informed Committee members on a process
to be used for the interview of applicants for the position
of Administrative Coordinator, noting the following:
- Chairperson and Personnel Director have reviewed & screened
all applications.
- Six applicants were selected to merit an interview,
which will be in the form of a two-stage process.
- Initial interview will be take place on June 15th with a
7 member panel consisting of 2 members of the Personnel
Committee, 2 members of the Executive & Legislative
Committee, and 3 outside government professionals; narrowing the field
to 3 persons
who will then advance to the second stage of the interview. The Personnel
Director and Corporation Counsel will assist in scheduling and advising,
but will not participate
in the actual interview process.
- Final 3 will meet "one on one" with the County Board Chairperson
and then
jointly with all remaining members of the E&L Committee.
- The E&L Committee will recommend their choice to the full County
Board for
final approval.
The Chairperson stated his intention was to inform the full County
Board of this process at tonight's meeting. Motion by Stevens, seconded
by Wenzel to approve the aforementioned plans regarding the selection
of a permanent Administrative Coordinator. Motion carried.

by Ashford to adjourn. Motion carried and the meeting adjourned at 4:45
P.M.
