Capital Improvements Projects Committee

Bychinski called the meeting to order at 11:55 a.m. and compliance with the open meeting laws was verified. Motion by Hartje, second by Kriegl to approve the agenda.
Motion carried.

History and purpose of capital improvement project team was discussed. The list of all projects and detail sheets were then reviewed.

Motion by Hartje, second by Krueger to add the driving simulator to 2007 for $185,000 in case on July 25, 2006 the County Board does not approve the purchase in 2006.
Motion carried.

Kriegl felt that management practices needed to be corrected before a new facility should be considered. Motion by Kriegl to strike $15 million for a new Health Care Center. Motion dies for lack of a second. Motion by Kriegl to move the $15 million for a new Health Care Center from 2007 to 2008. Motion dies for lack of a second. The Committee discussed maintaining $500,000 in 2007 in Health Care Center contingency for major repairs. It was the consensus of the Committee to maintain this.

Highway projects and increased costs for asphalt were discussed. These projects are included in the plan to make the County's planning processes more comprehensive. It was the consensus of the Committee to approve the equipment replacement and road reconstruction projects as presented.

Phone system and voice-mail network includes West Square, Courthouse, Health Care Center, Human Services in Reedsburg, Highway and Law Enforcement Center. A new platform is needed immediately because the old is no longer being supported. In 2006, $90,000 is available for upgrading the West Square and Courthouse, but $150,000 will be needed in 2007 for upgrading the remainder of the facilities. Complete replacement would be significantly more expensive. Annual upgrades are expected for $70,000 every year.

Carpet in the Courthouse and West Square is 10 years old. Smaller, incremental replacements had been planned, but the carpet failures are so significant that a major two-year major replacement would be better. County maintenance staff would move the furniture and remove the old carpet; a contractor would lay the new carpet.

Historic Courthouse clock is operating on 1905 mechanics that were motorized in the 1950's. Repair parts are no longer available.

Card access to secure doors is in need of major upgrade. The $130,000 projected cost in 2008 includes addition of some video monitoring in the Courthouse.

Air conditioning unit for Courthouse connector addition is starting to have failures and is reaching the end of its anticipated life.

Rubber roofs on the Courthouse, West Square and Human Services in Reedsburg are reaching the end of their lives.

The communications system was not upgraded for many years, which resulted in the need for the major upgrade being completed in 2006. Annual upgrades are being proposed, rather than the need for a major replacement in the future.

Courthouse porch is showing signs of shifting and will be in need of repair in the next few years. The estimate of $50,000 is an absolute guess. Engineers will need to study what is needed.

The fire alarm systems in the Courthouse, West Square and Reedsburg Human Services buildings will be in need of upgrade around 2011.

Although not included in the projections due to the cost not meeting the $25,000 threshold, the parapet wall above Courthouse east porch is shifting and in need of repair. Currently, its estimated repair cost is $12,000 to $24,000.

The UW-Baraboo/Sauk County Living and Learning Center was discussed. With Dean Brophy leaving and the Friends of the Campus stating their level of commitment to the project, the Campus Commission is being asked to clarify the future of the project. Regardless, it is thought the project will require less funding than discussed at the 2005 capital improvements meeting. Motion by Kriegl, second by Hartje to amend the amount from $3 million to $1.5 million and move the project from 2007 to 2008.

Kriegl stated that the Courts being remote from the Law Enforcement Center is costly for staffing. Before a fourth courtroom would be constructed, significant study should be given to adding all the courtrooms to the Law Enforcement Center.

Motion by Krueger, second by Schauf to accept the capital improvements plan, with the previous amendments.
