Call to Order and Certification of the Open Meeting Law: Carlson called the meeting to order and certified compliance with the open meeting law.
Rego moved to approve agenda, seconded by Vandre; passed by unanimous vote.
Irwin moved to approve minutes, seconded by Rego; passed by unanimous vote.
Thill reported resignation of Barb Hawley. Rego moved to accept resignation, seconded by Tucker; passed by unanimous vote.
Thill introduced Shell Lea Hainz, manager of Homeward Bound, as replacement for Mike Kaesbauer. Shell Lea Hainz represents a community provider agency. Vandre moved to accept nomination, seconded by Irwin; passed by unanimous vote.
Thill introduced Theron Hill as potential replacement for Barb Hawley who represents the physical disabled. Mr. Hill was paralyzed as a result of a car accident in 1997. He briefly discussed issues he has faced in the past 9 years due to needing to use a wheelchair. Vandre moved to accept nomination, seconded by Hainz; passed by unanimous vote.
Thill described policies before committee. This new policy replaces 2 previous COP policies, "Limitations on Payments for Services", dated May 11, 2005; and "Procedures for Paying Family Caregivers", dated October 12, 2005. The purpose of this policy is to meet federal requirements, as well as to promote quality caregivers of participants served by our LTS programs. Vandre moved to adopt policy, "Ensuring Quality Caregivers" that will replace "Limitations on Payments for Services" and "Procedures for Paying Family Caregivers" effective October 20, 2006, seconded by Rego; passed by unanimous vote.
Discussion ensued regarding the need to grandfather in current providers. Committee felt this was a reasonable statement.
Thill reviewed each section of policy, No-Direct Payments and Conflict of Interest, Criminal Background, and Consumer Review/Appeal Process. It was noted that the definition of "caregiver" was inadvertently excluded from definition page. This will be added back in. Two words at bottom of policy, "gran-clause" are to be deleted. Motion to amend these changes made by Rego, seconded by Irwin; passed by unanimous vote.
Vandre mentioned possible conflict for Wednesday, November 15, 2006. Thill will follow up with Bill Orth regarding this date and get back to the committee.
