Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.

Motion by Dippel, seconded by Bowers to adopt the agenda. Discussion and decision to defer Item 7 - Closed Session, performance evaluation of the Director of the Department of Human Services to the August meeting.
Motion Carried.

Motion by Bowers, seconded by Dippel to approve minutes of the previous meeting. Discussion add Al Zipsie as in attendance at this meeting.
Motion Carried.

Communications:

Business Items:

  1. A. Review and Approval of Monthly Vouchers: Horkan distributed and reviewed monthly vouchers. Overall vouchers are high due to the fact that three payrolls were included due to accounting practices. Horkan noted that Shelter Care and AODA lines were down compared to last month. In addition institutional line was down compared to last month and yearly average. Income Maintenance was up from last month and up from average due to the increased number of funerals. Fordham asked about the guidelines for funerals. Orth explained that it is income based for MA clients. There are state guidelines that are followed with the possibility of a family co-pay. Motion by Stoeckmann, seconded by Vertein to approve the vouchers in the amount of $2,012,618.68.

Department Updates:

  1. A. Long Term Care Redesign : Orth gave an update on Long Term Care Redesign. Reviewed were the following attachments: Physical Plant of Aging and Disability Resource Center Checklist; Organizational Separation Between Aging and Disability Resource Centers and Managed Care Organizations. Orth noted that four options for Aging Disability Resource Centers are being proposed with associated governance. Fordham noted that option 3 (see attachment) seems to be the most viable, especially considering the potential loss of control. Orth agreed at this time that although more information needs to be forthcoming, that appears to be the most viable option. Orth reviewed the handout, NW-LTCO Frequently Asked Questions. Three governance models were reviewed by Orth. These included the county oversight model, the public/private model and the county based CMO model. Orth reviewed the potential governance and risk reward sharing models for family partnership, long term care reform. (See attached)
  2. B. Continuum of Care Committee Update: Orth reported that the Continuum of Care Committee is looking at four major areas. They include: analyzing current gaps, survey of area facilities, RFP for organizational analysis for operations of a nursing home, and later in the fall an RFP for market analysis given size and characteristics of a facility.
  3. C. 2007 Budget Process: Orth noted that the Director, Deputy Director, and Business Manager are having meetings with managers in the next week regarding the 2007 budget. In addition, the budget position requests have been through their initial review.
  4. D. Homeless Update : Orth noted that there continues to be discussion on a homeless shelter and some work on consolidation of groups with the Reedsburg Clergy being invited to St. Vincent's in Sauk. Orth noted that he and Brattset are working with various groups to explore collaborations for options throughout the county.
  5. E. Crisis Bed Update: Brattset reported that Sauk County Department of Human Services has a provisional contract for an adult family home for crisis bed utilization. There are currently two beds, one more long term (up to six weeks), the other is for short stays (two to five days). This contract will be reviewed in January 2007 for continuation options.
  6. F. Crisis Program Certification: Brattset reported that the Crisis Program certification packet has been sent to the State. There are still some concerns to finalize pertaining to supervision of the crisis program, however, the state will review the licensure packet and get back with feedback in the next 30-60 days.
  7. G. Comprehensive Community Services Certification: Brattset noted that the Comprehensive Community Services Certification packet has been sent to the state. This will likely be a longer licensure process and in 60-90 days Sauk County Department of Human Services should be prepared to begin to deliver services and Comprehensive Community services.
