Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.

Motion by Dippel, seconded by Fordham to adopt the agenda.
Motion Carried.

Motion by Endres, seconded by Vertein to approve minutes of the previous meeting.

Communications:

Review of Chapter 13 Non-Represented Employee Grievance Procedure: Schauf presented a handout on Chapter 13, Non-Represented Employee Grievance Procedure. (see attached)

Discussion of Board Development Policy Documents: Schauf presented a handout on Board Development Policy documents and sample outline. (see attached) Endres asked Schauf for clarification that guidelines are suggested and Endres noted that it should be added in writing that the Board has the right not to follow the guidelines. Endres further noted that an example of where this might be utilized is if a quick or emergency decision and action was needed. Schauf agreed and will make amendments. Schauf indicated she will send out a revised copy when complete.

Business Items:

  1. Review and Approval of Monthly Vouchers: Horkan distributed monthly vouchers report and it was reviewed by Endres. Endres noted that administrative services was up due to an increase in equipment purchase. Endres further clarified that the Community Living and Support line was down due to Waiver expenses being down. In addition, Community Resources was up due to one additional CCI client cost. Endres noted that Autism was down in Community Treatment as was institutions this month. Income Maintenance was down due to burials being down. Endres concluded stating, that there were no energy assistance bills this month. Motion by Endres, seconded by Stoeckmann to approve vouchers in the amount of $1,662,687.40.

  2. AODA Counselor Position Upgrade: Orth reported that an AODA position in Sauk County Department of Human Services was vacated by a resignation. In replacing this position it was clear that this should be upgraded to a master's level counselor (see financial handout in packet). Salary and benefits are not that great of a difference, but the revenue that would be generated would be much greater. Motion by Dippel, seconded by Fordham to upgrade the position to master's level, AODA certified counselor.

  3. Adult At Risk Lead Agency Designation Resolution: Orth referenced the resolution which was in the agenda packet which designates Sauk County Department of Human Services as the lead agency for adults at risk. Motion by Stoeckmann, seconded by Vertein to approve the resolution as presented (see attached). Discussion, Endres asked if this will increase need for staffing. Orth replied, no significant impact on staffing.

  4. State/County Contract Addendum - Education and Training Vouchers: Horkan noted that the contract year runs from 10/06 to 9/30/07. The increase is a total of $2,174.00 to buy education and training materials for juveniles in independent living programs, which are contracted from LSS. Motion by Fordham, seconded by Dippel to accept the State/County Contract Addendum.

  5. Approval of Long Term Support Planning Committee Members: Orth reported that there have been two resignations on the Long Term Support Planning Committee. Barbara Hawley resigned her position on this committee and Theron Hill is the proposed candidate. The second resignation on this committee was Michael Kaesbauer. Orth noted that he is recommending Shell Lea Hainz as the proposed candidate. Motion by Endres, seconded by Stoeckmann to approve the new Long Term Support Planning Committee members as noted above.

Department Updates:

  1. Long Term Care Redesign: Orth reported on the Long Term Care Redesign, noting several documents and letters within the agenda packet. This includes a proposal to phase down the county buy in, which is currently being discussed. Orth noted that the Long Term Care Redesign meeting on Thursday will be in the Wisconsin Dells. Orth further reported that the governance committees are inviting Andy Phillips from WCA, who is an attorney; and Craig Thompson from WCA to review governance options with the planning committees. Orth will report back after these meetings occur.
  2. Personal Care Program: Orth noted that the Personal Care Program at Sauk County Department of Human Services will be the first within the Department to use the new format previously discussed in board reporting. This will be done to approve the Personal Care Program from a pilot program to a permanent program and per Orth's discussions with Schauf, it is considered a significant issue. A Resolution will be needed in the future to make the Personal Care Program a permanent program. More information will be forthcoming.
  3. Homelessness Update: Brattset reported on a number of initiatives that are taking place to include the Sauk-Prairie LSS, Sauk County Department of Human Services, discussions of potential shelter for women and children, the REACH Initiative in Reedsburg, possibly running a shelter. Another group in Wisconsin Dells thinking of shelter options in the Wisconsin Dells area. Fordham noted that it is important to keep communication going between all of the groups exploring various issues. Stoeckmann noted that there has already been good work regarding coordination and developing a single site of access for homelessness vouchers and that this process should continue.
  4. Comprehensive Community Services Coordinating Committee : Orth noted that the CCS Coordinating Committee resolution was sent to the County Board and it was passed. The individuals on the committee include: Sharon Boesl, Outpatient Manager-SCDHS; Jeff Semenas, Outpatient Therapist-SCDHS; Tom Kolb, retired probation and parole officer; Danna Groom; Rick McKeller and Nancy Hamilton.
  5. Ho-Chunk Update: Orth noted that a Memorandum of Understanding between Ho-Chunk and Sauk County Department of Human Services is almost complete. This MOU will cover child protective services concerns. In the future, Sauk County Department of Human Services and Ho-Chunk will be working on an elder abuse and neglect MOU. There will be presentations at the annual Counties Nation Conference this week in Green Bay.
