The regular meeting of the Sauk County Law Enforcement Committee was held on Thursday, April 13, 2006, at 9:30 A.M., in the Community Room, D102A, 1300 Lange Court, Baraboo, Wisconsin.

The meeting was properly posted and all interested parties were notified.

  1. Call To Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Charles Montgomery at 9:30 A.M.
  2. Agenda: Motion by Carlson, seconded by Fordham, to adopt the agenda. Motion carried unanimously.
  3. Approve Minutes of Regular Meeting Held March 9, 2006: Motion by Fordham, seconded by Tollaksen, to approve the minutes of the regular Law Enforcement Committee meeting held on Thursday, March 9, 2006. Motion carried unanimously.
  4. Communications:
    1. 2005/2006 Training Reimbursement from Wisconsin Department of Justice.
      The payment for the June, 2005, to July, 2006, training for certified law enforcement officers has been received in the amount of $20,400.
    2. Letter of Appreciation from Pauline Domenosky.
      Ms. Domenosky wrote to commend Sergeant Jeff Tobin for his professionalism and kindness during an accident in which Ms. Domenosky was involved.
    3. 2005 Water Patrol Reimbursement from Wisconsin Department of Natural Resources.
      Sheriff Stammen reported the reimbursement for water patrol activities in 2005 in the amount of $8,982.06 had been received.
  5. Appearances:
    1. Presentation of 2005 Office of the Year Award
      This item was deferred.
    2. Appearance by Detective Luetta Forbes-Miller on A Child is Missing Program
      The committee viewed a short film on the program which is a computer program. Using GPS capabilities and phone number data, combined with information provided by local law enforcement on a missing person, the program makes 1,000 automated phone calls in the first minute of activation. The calls are made to businesses and private phone numbers in the area from which the person is missing so an entire community can be placed on alert. The calls notify the public of the circumstances and description of the missing person.

      The program is funded entirely by federal and state grants and private donations. Sauk County has joined the program and has added the necessary policies and procedures to the Standard Operating Procedure to incorporate the program. Stammen said the Chiefs of Police will also be asked to consider making all agencies in the county part of the program.

    3. Sauk County Animal Shelter Operations Update

      Sauk County Animal Shelter Director Wendy Schneider reported on March animal counts. There were 50 dogs taken in and 46 adopted and 45 cats in and 47 cats out. There were 49 animal control calls, bringing the year-to-date total to 141. There were six bite cases.

  6. Review and Approval of March, 2006, bills for the Coroner and Sheriff's Department:
    Motion by Carlson, seconded by Tollaksen, to approve payment of the Coroner's March, 2006, expenses in the amount of $357.74.
    Motion carried unanimously.

    Motion by Tollaksen, seconded by Carlson, to approve payment of the Sheriff's March, 2006, expenses in the amount of $124,464.23.
    Motion carried unanimously.

  7. Report on Status of Notion of Injury of Heesen: Jeffrey Heesen died at a time share at Christmas Mountain of an asthma attack earlier in 2006. As a result, a notice of injury has been received naming several entities in the notice, including Sauk County, the City of Reedsburg, Reedsburg Ambulance District and the Reedsburg Police Department. The matter has been referred to Sauk County's insurance provider. Corporation Counsel Todd Liebman wanted the committee to be brought into the picture regarding the notice. No action is required of the committee.
  8. Discussion, Formulation and Approval of 2007 Form I Objectives, Goals and Mission Statement for 2007 Coroner's Budget Preparation: Coroner Hinze reviewed the form with committee.

    Motion by Carlson, seconded by Tollaksen, to approve the Form I Objectives, Goals and Mission Statement for the Coroner's 2007 budget preparation.
    Motion carried unanimously.

  9. Consideration and Possible Approval of Resolution Authorization to Contract With AT&T Global For the Purchase and Installation of 911 Phone System Equipment: This is a joint resolution between the Property and Insurance Committee, the Law Enforcement & Judiciary Committee and the Management Information Systems Committee. The resolution was already approved by Property and Insurance and the Management Information Systems Committees.

    Motion by Carlson, seconded by Sinklair, to approve the resolution Authorization to Contract With AT&T Global For the Purchase and Installation of 911 Phone System Equipment and to take the resolution to the Sauk County Board of Supervisors at the April 18, 2006, meeting for consideration.
    Motion carried unanimously.

  10. Consideration and Approval of Resolution Authorization to Accept a Grant from State of Wisconsin Office of Justice Assistance for a Wisconsin Justice Information Sharing Program (WIJIS): This is a joint resolution between the Law Enforcement & Judiciary Committee and the Management Information Systems Committee. The Management Information Systems Committee had approved the resolution.

    Motion by Tollaksen, seconded by Carlson, to approve the resolution Authorization to Accept a Grant from State of Wisconsin Office of Justice Assistance for a Wisconsin Justice Information Sharing Program (WIJIS) and to take the resolution to the Sauk County Board of Supervisors at the April 18th, 2006, meeting.
    Motion carried unanimously.

  11. Possible closed session pursuant to Wis. Stats. s. 19.85(1)(f), consideration of financial, medical, social or personal histories or disciplinary data for specific person, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except here par. (b) applies, which if discussed in public would have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved with such problems or investigations: Motion by Carlson, seconded by Fordham, to go into closed session.

    Motion carried unanimously.

  12. Reconvene in Open Session: Motion by Fordham, seconded by Sinklair, to return to open session. Motion carried unanimously. No action resulted from the closed session.
  13. Sheriff's Report:
    1. Jail Report

      The out-of-county housing revenues for March, 2006, were $77,844. The boarded inmates were transfers from Rock County, Dane County and Iowa County. The amount collected year-to-date is $286,208.

      As of today's date there are 264 persons in custody either in the jail, Huber Center or on electronic monitoring. Of that number 59 are out-of-county inmates.

      The electronic monitoring report for February is:

      • $4,546.75 collected
        $1,567.76 paid for lease of equipment
        $2,978.99 balance

      Security Captain Mike Hafemann reported the difficulties of finding inmates who're eligible for the electronic monitoring program based on the offense criteria and the failure of others to comply with rules and regulations during the program.

    2. Communication Center Report

      Angela Mueller has been hired as a telecommunicator.

    3. Field Services Report

      Sauk County will be receiving two Highway Safety grants in 2006, for speed and alcohol enforcement. The two grants total a maximum of $14,000 for personnel hours and equipment purchases.

      There were 114 transports in February and March, bringing the year's total to 349.

    4. Administration Report

      There were 38 hours of supervisory overtime authorized in March, 15.5 for special teams callouts or training and 22.5 hours for investigatory activities.

      Sheriff Stammen thanked the committee for supporting an increase in elected officials' pay.
