The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, August 8, 2006, at 9:30 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.

The meeting was properly posted and all interested parties were notified.

  1. Call To Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 AM.
  2. Agenda: Motion by Montgomery, seconded by Tollaksen, to adopt the agenda.
    Motion carried.
  3. Approve Minutes of Previous Meeting(s): Motion by Tollaksen, seconded by Montgomery, to approve the minutes of the regular Law Enforcement Committee meeting held on July 11, 2006, and a special meeting on July 27, 2006.
    Motion carried.
  4. Communications: Sheriff Stammen gave the committee copies of the resolution to send four Sauk County employees to the VisionAIR training conference in North Carolina in November, 2006. The committee approved the training in June but the actual resolution was delayed until a more accurate price for air fare could be ascertained. The resolution will go to the MIS Committee for consideration.

    The committee also received copies of correspondence from a person who was assisted by two Sauk County deputies in removing a downed tree from Lake Redstone; a letter from the Wisconsin Attorney General related to the DNA samples taken from convicted felons; and some information on a proposed program being planned by Fox 47 TV related to Wisconsin's most wanted. The program would highlight wanted persons in the State of Wisconsin and law enforcement agencies could sign up to submit photos and information on people wanted in their particular jurisdiction.

    Sheriff Stammen also updated the committee on the "Thumbs Up Thumbs Down" section in the Baraboo News Republic the previous week which related to the county's purchase of a driving simulator and comments related to the Sauk County Sheriff's Department and the Sauk County Supervisors. The information in the article was incorrect in all regards

  6. Appearances:
    1. Sauk County Animal Shelter Operations Update

      The Shelter update was presented by Justin Huelsemann, the Animal Control Officer. He reported several events in which the Humane Society was involved, including the Big Dig and a dog parade at Pioneer Park. He said a two-page article in the Baraboo News Republic had brought in requests to adopt several of the animals shown, as well as reporting the dog parade had also led to a number of dog adoptions. There are 87 cats and 19 dogs left at the shelter presently showing adoptions numbers are up.

  7. Review and Approval of July, 2006, Bills for Coroner and Sheriff's Department:
    The Coroner's bills included the expense of four autopsies.

    Motion by Montgomery, seconded by Tollaksen, to approve payment of the July, 2006, bills for the Coroner in the amount of $6,643.60.
    Motion carried.

    The committee then reviewed the Coroner's 2007 budget request. The budget shows an 7.58% increase but this is due to salary increases and health insurance increases. The other items were not increased.

    Motion by Montgomery, seconded by Tollaksen, to approve the Coroner's 2007 budget request.
    Motion carried.

    Motion by Tollaksen, seconded by Sinklair, to approve payment of the Sheriff's Department's June, 2006, expenses in the amount of $4,038.72 (warrant number 072106) and $114,346.83 (warrant number 073106) respectively.
    Motion carried.

  8. Consideration of Resolution Approving the Acceptance and Disbursement of Homeland Security Interoperability Grant Funds: This resolution outlines the terms of a Wisconsin Office of Justice Assistance grant, administered by Sauk County Emergency Management, to upgrade and enhance radio (voice) communication for Sauk County law enforcement agencies and emergency responders. The resolution is a joint resolution of the Law Enforcement & Judiciary Committee, the Executive & Legislative Committee and the Finance Committee. Both other committees had already approved the resolution to accept the grant.

    Motion by Sinklair, seconded by Tollaksen, to approve the resolution which will be taken to the Sauk County Board of Supervisors on August 15, 2006.

    Motion by Montgomery, seconded by Tollaksen to accept the bid of Koenecke Ford for the purchase of two 2007 Ford Taurus autos. Motion carried.

  10. Consideration of Bids and Resolution Authorization to Purchase Replacement Unmarked Squad Car: This item was brought before the committee to authorize replacing a 2001 Ford Taurus that was destroyed in a traffic crash June 21, 2006. The vehicle was declared a total loss by the insurance adjuster and the value of the car was set at $4,950 after the $3,000 deductible. Property and Insurance has authorized payment of the deductible toward the purchase of a replacement car, bringing the total insurance payment to $7,950.

    Motion by Tollaksen, seconded by Montgomery, to accept the bid of Koenecke Ford of Reedsburg for the purchase of a 2007 Ford Taurus and approve a resolution Authorization to Purchase Replacement Unmarked Squad Car, and to take the resolution to the Sauk County Board of Supervisors at the meeting August 15, 2006.
    Motion carried.

  11. Consideration of Request to Transfer Vest Grant Revenues To Purchase additional Bullet Proof Vests: The amount of the transfer is approximately $6,000.

    Motion by Sinklair, seconded by Tollaksen, to request the transfer.
    Motion carried.

  12. Consideration of Request to Transfer Monies From Expense Accounts to Purchase Replacement Copier: The copier in the administrative area has been increasingly less functional. Gordon Flesch offers a government rate on copiers and also made a trade allowance for the current copier. The cost of the copier at the government rate, after trade allowance and a 2% discount for payment upon delivery is $9,903.88. The Finance Committee approved the transfer of funds from an expense account into a capital outlay account for purchase of the copier.

    Motion by Sinklair, seconded by Tollaksen, to authorize the transfer of money for the purchase of a replacement copier.
    Motion carried.

  13. Consideration of Purchasing a Second Water Patrol Boat, Motor and Trailer: Sheriff Stammen said this item was put on the agenda at the request of Supervisor Wheeler. Detective Sergeant Joe Welsch did research on the costs of a second boat, trailer and motor, and Sheriff Stammen had contacted the Wisconsin Department of Natural Resources and confirmed that agency would make a five-year reimbursement of the costs for the second boat. The committee spoke of the initial outlay of $35,000 to $40,000 to make the purchase even though the costs would eventually be reimbursed. The consensus was to take no action at this time.
  14. Request to Solicit Bids for Purchase of Replacement Vehicle for Sheriff: The squad to be traded is a 2000 Ford Expedition with 160,000+ miles. It has required increasingly frequent maintenance and now needs some extensive and expensive replacements and repairs. The needs of the Department could best be met by the purchase of a pickup truck which would be capable of towing the dive trailer, or the crime scene trailer. Funds for replacement of the 2000 Expedition were placed in the 2006 adopted Sheriff's budget.

    Motion by Montgomery, seconded by Sinklair, to authorize the solicitation of bids for a replacement vehicle.
    Motion carried.

  15. Approval of Form I Final Draft: There were no changes in the Form I draft since the committee originally received the final draft. Form I was expanded from previous years at the suggestion of Administrative Coordinator Kathy Schauf to give a better picture of the department's operation.

    Motion by Tollaksen, seconded by Montgomery, to approve the Form I as printed.
    Motion carried.

  16. 2007 Sheriff's Budget Request: The committee received a printout of the 2007 budget request reflecting the changes made by the committee at the previous meeting. The changes were minor and had little effect on the bottom line. The request is under a 1% increase.
  17. Sheriff's Report:
    1. Jail Report

      The out-of-county housing revenues for July totaled $104,614.82. This figure included housing and medical reimbursements in the amount of $11,489.34 from Dane County; $90,038.46 from Rock County; and $3,087.02 from Iowa County. The year-to-date total is $661,059.23.

      An inmate in the jail has caused the breakage of a sprinkler head and has done other damage to jail items, as well as causing extensive clean up for unhygienic acts.

    2. Communication Center<

      The committee received a report generated by the Communication Center Supervisor showing the percentage increases in calls for service over the 2005 calls. Things are increasingly busy.

    3. Field Services Report

      The number of fatal car crashes for 2006 stands at eight, with two fatal crashes occurring in July.

      There were 108 prisoner transports in July, bringing the year-to-date total to 816.

      One of the deputies has a deer run into the side of his squad causing minor damage.

      An off-duty deputy injured his knee in a motorcycle crash while on vacation out of state. He will be off work for an undetermined time.

      There was an accidental death at Devils Head due to a guest being cut when a window broke and a piece of glass severed an artery.

    4. Administration Report

      Detective Sergeant Joe Welsch has left the Sheriff's Department to accept a position with the Wisconsin Department of Criminal Investigation. A posting is being done within the department for those who are interested in applying for the position.

      There were 1,550 hours of overtime in June, 1,255 paid hours and 292 hours banked as compensatory time.

      There were 105 hours of paid supervisory hours; 13 for investigations, 51 for teams training and call-out and range duty, 20 for working highway safety grants and 21 hours worked to avoid ordering in union employees.

      The promoter of the Baraboo Dells Air Show, Paul Rogers, was billed $2,610 for policing by deputies at the event on July 22 and 23, 2006.

  18. Adjourn To Date Specific: The next regular meeting was scheduled for Tuesday, September 12, 2006, at 9:30 AM. Committee person Montgomery will not be able to attend the next meeting.
