The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, October 10, at 9:30 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

On September 24, 2006 Becky Arendsee was working 2nd shift in dispatch when she answered a 911 call at 17:35pm. The caller stated that he needed an ambulance for a child who had fallen into a pool and was not breathing. Becky paged out the AMB and gave instructions to the caller on how to perform CPR. Becky stayed on the phone until Medical Personnel arrived to take over the call. The 20 month old was flown to UW in critical condition. The next day it was learned that the child was going to make a full recovery. The quick thinking and calmness of Becky resulted in the save of the child.
On September 26, 2006 Sue Litscher was working 2nd shift in dispatch when she answered a 911 call at 19:59. The caller stated that they had a 1 ½ yo that had passed out and was gasping for air. Sue paged out the ambulance and asked the caller if the child was breathing. They stated that the child had a pulse, but was not breathing and turning blue. Sue gave instructions to the caller on how to perform “rescue breathing” to the child. After a few breaths, the child started to cry. The ambulance arrived and took the child to the hospital for further evaluation. During the conversation when the child was crying, Sue stated to the caller that the crying is the best sound that she could hear..the child was “crying”.
Shelter Director Wendy Schneider reported that the shelter received a donation of $1,600 from a Lutheran charity.
The animal counts for September were 49 dogs taken in and 54 dogs adopted. There were 152 cats taken in and 135 adopted. The Animal Control Officer took 61 calls, 2 of which were bites cases.
W. Schneider also reported the numbers from 09/04 to 08/05 compared to those of 09/05 to 08/06.
September 1, 2004 to August 31, 2005 1199 animals were taken in compared to September 1, 2005 to August 31, 2006 in which 1645 animals were taken in.
September 1, 2004 to August 31, 2005 812 animals were adopted/transferred compared to September 1, 2005 to August 31, 2006 in which 1283 animals were adopted/transferred.
The Humane Society had their Open House on Saturday, October 7, 2006.
W. Schneider also advised that November 5, 2006 would be the Christmas Open House.
Motion by Sinklair, seconded by Montgomery, to approve payment of
the Sheriff’s Department’s September, 2006, expenses in the
amount of $125,177.50.

Based on discussion, the 2007 Chevrolet 2500 pickup truck was selected as the choice to purchase based on dependability, power and emergency braking.
Motion by Montgomery, seconded by Tollaksen to present a question.

Motion by Montgomery, seconded by Tollaksen, to approve the resolution Authorization to Purchase one 2007 Four-Wheel-Drive Pickup Truck. and to take the resolution to the Sauk County Board of Supervisors at the October, 2006, meeting. 4 in favor, Wheeler, Stevens, Tollaksen and Montgomery. 1 opposed, Sinklair.

Prior research showed difficulty in tracking total gallons purchased as Cenex was not able to provide a report showing such. At the current time Cenex cards are not feasible due to excess amount of bookkeeping needed to be done. Committee decided to table this discussion for a later date.

Committee was advised that currently we are housing 62 inmates, 60 from Rock and 2 from Dane. M. Hafemann advised that we have turned down space requests from Dane as we do not currently have the room.
Currently, Sauk County is housing 60 Rock County inmates and 2 Dane County inmates. Revenue for the month of September was $96,102.82.
Handout from Finance Committee on Recommendations of changes to stay under or equal to the tax levy. Sheriff’s Department showed changes totaling $99,820.00.
The committee received a list of the charges against those persons booked into the Sauk County Jail in the month of September. An individual detainee might have more than one charge against him/her but the list of charges shows the range of offenses in a single month.
September billings for out-of-county housing revenues totaled $96,126.82. The year-to-date total is $859,776.77.
Electronic monitoring for figures for September were not available at this time.
Handout given on the breakdown of different calls. For the month of September 2006, Dispatch received 5,707 calls.
One fatal car crash in the month of September bringing the total for 2006 to nine.
There were 143 prisoner transports in September, bringing the year-to-date total to 1,097.
One of the deputies had a squad light broken out while trying to take evasive action during a traffic stop.
As a result from the shooting incident on September 16, 2006 the ballistic shield will need to be replaced; however, the company where this shield was purchased replaces any shield that has been used to safe an officer’s life.
Patrol Deputy H. Weinke had knee surgery from an off-duty accident and may return first part of November.
There were 109 ¾ hours of paid supervisory hours; 2 hours for working highway safety grants, 31 hours for investigation of the recent shootings, 33 hours for special teams from Lake Delton shooting, 34 hours from holiday pay, and 9 ¾ hours worked to avoid ordering in union employees.
