Per State of Wisconsin è 6.221(3)(a), (b),
Absentee ballot from a military elector on active duty who, by reason of that duty, is absent from the residence where the member is otherwise qualified to vote that arrives by mail after the polls close and no later than 5pm on the 10th day after the election, shall be counted if the ballot is postmarked not later than Election Day. Recounts: If the original canvass is subject to the issuance of an amended statement and determination based on returns from late arriving military absentee ballots, the Board of Canvassers shall convene for the recount immediately after the issuance of the amended statement and determination in the original canvass if it is later than later than 9 a.m. On the day following the last day to file a recount petition.
